The consultancy will analyze how parliamentary budget amendments in Brazil contribute to financing policies and services that benefit children and adolescents. As these amendments have become an increasingly important source of public funding, there is a need for stronger evidence on how resources are allocated across sectors, territories, and programs. The assignment will generate evidence on the role, challenges, and opportunities of parliamentary budget amendments in supporting child-focused investments. It will examine how these funds are allocated and executed over time and assess their relationship with selected local socioeconomic outcomes.
