BACKGROUND

The Joint UNDP–WHO programme support to Ghana Health Service seek to harness artificial intelligence (AI) to strengthen Ghana’s health outcomes while mitigating risks to human security. The programme’s overarching goal is to advance Ghana’s digital health transformation by harnessing AI to build stronger institutions, safeguard patient data, promote equity, and enhance resilience against climate-sensitive diseases.

Through the application of the human security approach, the programme is to ensures that digital health transformation remains people-centred by safeguarding individuals, especially vulnerable and marginalised populations, from risks such as data breaches and climaterelated health threats, whilst empowering healthcare workers and communities with the knowledge, skills, and equitable access. Protection, empowerment, and equity will be sought to achieve across five outcomes: (1) institutional and human capacity for evidence-based AI governance; (2) robust data privacy and security for medical records and health data; (3) inclusive digital literacy and rights awareness for healthcare workers and vulnerable populations; (4) AI-enabled early warning systems for climate-sensitive diseases, integrated with DHIS2; and (5) strategic private-sector engagement for responsible, human-centred AI solutions, placing people’s safety, dignity, and empowerment at the core of digital innovation, ensuring that technological progress translates into inclusive and sustainable health outcomes.

The consultant will support the development and integrating of climate sensitive diseases disaggregated reporting, AI analytics and   build the foundational capacity of Ghana’s health institutions and workforce to effectively adopt and govern digital health and AI technologies.

Key interventions will include integrating the Ministry of Health and Ghana Health Service to generate and use data for decision-making These interventions will ensure that digital transformation in health is evidence-based, ethically guided, and aligned with national priorities.

 

OBJECTIVES

The overall objective of the lead consultants work is to develop and integrating of climate sensitive diseases disaggregated reporting, AI analytics  for climate-sensitive diseases such as meningitis, cholera and malaria,  The Consultant will Support the capacity building of key selected health professionals at national, selected regional, and district levels to effectively use health care analytics for forecasting disease trends, managing illnesses, and strengthening data-driven planning and response across the health sector

 

RESPONSIBILITIES

 

·         Lead the design and development to leverage existing locally owned health information systems, incorporating the climate -sensitive infectious diseases data and predictive modelling features into a robust and sustainable platform that is already supported by local infrastructure and capacity, making it easier to operationalize climate and health approaches.

 

·         Build on existing disease surveillance systems on the national HMIS platform by integrating climate and weather data to improve early warning and response for climate-sensitive infectious diseases (vector, water, and food borne), such as malaria, menigitis, diarrhea, cholera.

·         Mapping disease risk and suitability using data on relevant climactic conditions and historical epidemiological data, and set thresholds to facilitate risk categorization and follow-up

·         Develope predictive models and generate forecasts based on relationships between environmental factors and the corresponding likelihood of disease outbreaks in specific geographies, including the spread of diseases to new areas.

 

·         Support and build capacities of national and regional managers to plan interventions and resource allocation around established seasonal patterns, forecasts, stratification methodologies, and early warning projections.

 

·         Train and support managers at national and regional levels to respond to localized early warnings with targeted interventions to maximize effectiveness

 

·         Build capacities of managers to Generate evidence to show the impact of climate change on disease burden, which can be used for national strategic policy and climate change adaptation plans.

 

SCOPE OF WORK  

The lead consultant will work closely with the GHS team and WHO HIS experts to execute the objective listed above. Specifically, the consultant will work with GHS and WHO to:

Train and support managers at national and regional levels to respond to localized early warnings with targeted interventions to maximize effectiveness.

The consultant will also be expected to participate in meetings with the MOH and other stakeholders such as the WHO and GHS, as well as to participate in periodic check-ins with the WHO HIS experts.

 

DELIVERABLES

·         Inception report on the design and development to leverage existing locally owned health information systems, incorporating the climate -sensitive infectious diseases data and predictive modelling features into a robust and sustainable platform that is already supported by local infrastructure and capacity, making it easier to operationalize climate and health approaches.

·         Full report on work done on building existing disease surveillance systems on the national HMIS platform by integrating climate and weather data to improve early warning and response for climate-sensitive infectious diseases with verifiable link to platform

·         Full report on Mapping disease risk and suitability using data on relevant climactic conditions and historical epidemiological data, and set thresholds to facilitate risk categorization and follow-up

·         Activity report on all capacity building of managers to Generate evidence to show the impact of climate change on disease burden, which can be used for national strategic policy and climate change adaptation plans

 

 

QUALIFICATIONS REQUIRED:  

 

·         Essential: Masters’ Degree or higher in health informatics, or public health, and undergraduate training in Health Information/Health Informatics .  

·         Desirable: Post graduate in Geo Information Science  

 

EXPERIENCE REQUIRED

·         At least 10 years experience in managing country Health Information Systems deployment and management on a DHIS2 platform.

·         Expert knowledge in DHIS2. Key strengths should include include public health, data management, technology design, development, and implementation.

·         Experienced in developing successful training plans capacity builing of senior and middle level managers

·         Large scale DHIS2 customization and  implementation  at country level ,

·         Skilled in designing, deploying, and managing national-level digital health solutions, leveraging a solid background in public health, computer science, and geo-information science.

·         ability to translate technical requirements into business solutions with a successful record of building positive relationships  with internal and external stakeholders.

·         DHIS2 level 1 and Level 2  skills and competencies acquired

·         Excellent organizational skills, attention to detail and ability to contribute to a team discussion 

·         Excellent writing and analytical skills  

·         Ability to work independently and respond to feedback in a timely and professional manner.  

·         Proven professional integrity 

 

2.      LANGUAGE REQUIREMENTS: 

·         Good knowledge of English (Read - Write - Speak) 

 

3.      LENGTH OF ASSIGNMENT AND REMUNERATION

·         The consultancy will have a total duration of 3 months

 

4.      TIME FRAME

·         This consultancy will be executed between July – November 2026. Specific start and end dates will be negotiated and agreed between the consultant and the contractor.

5.      REPORTING

·         The consultant will report directly to the WHO as well as to the Deputy Director IME-PPMED GHS
