CARE International is seeking an exceptional leader to serve as Country Director for Palestine (West Bank & Gaza)—one of the most challenging and strategically significant leadership roles within our global network.
This is an opportunity to lead an organisation delivering life-saving humanitarian assistance while helping communities prepare for recovery and long-term resilience. You will guide a dedicated, high-performing team operating across the West Bank, Gaza, and our regional hub in Amman, navigating one of the world's most complex humanitarian environments.
As CARE's most senior representative in Palestine, you will provide strategic leadership, safeguard our people, strengthen partnerships, mobilise critical resources, and ensure that women, girls, and vulnerable communities remain at the centre of everything we do.

What You Will do
Shape strategy in a rapidly evolving context
You will lead the development and execution of CARE's country strategy, balancing immediate humanitarian response with opportunities for early recovery and longer-term programming as conditions permit. Working closely with CARE's regional leadership and global partners, you will ensure our programmes remain relevant, impactful, and responsive to changing realities.
Inspire and lead exceptional teams
You will provide visionary leadership to colleagues working across multiple locations and challenging operating environments. You'll foster an inclusive, high-performing culture built on accountability, innovation, collaboration, wellbeing, and continuous learning while ensuring robust succession planning and leadership development across the organisation.
Staff safety and duty of care will remain at the heart of your leadership.
Represent CARE at the highest levels
As CARE International's legal representative in Palestine, you will serve as the organisation's primary ambassador with government authorities, donors, UN agencies, civil society organisations, coordination bodies, and the media.
You will strengthen strategic partnerships, advocate for humanitarian access, and ensure CARE maintains the legal and operational foundations necessary to continue serving vulnerable communities.
Drive resource mobilisation
With humanitarian needs continuing to grow, securing sustainable funding is a critical priority.
You will lead fundraising efforts with institutional donors, CI Members, bilateral and multilateral agencies, foundations, private sector partners, and emerging funding sources—including Gulf donors—building a diverse portfolio that enables CARE to maximise its impact.
Lead operational excellence in a high-risk environment
You will oversee the safety, security, compliance, financial sustainability, and operational resilience of the Country Office.
Leading CARE's Crisis Management Team, you will ensure effective emergency preparedness, business continuity, sound financial stewardship, risk management, and organisational resilience while maintaining compliance with donor, statutory, and CARE International requirements.
Deliver quality and impact
You will champion programme excellence by ensuring strong programme design, implementation, monitoring, evaluation, learning, and accountability—even in environments where access is constrained.
Working closely with programme teams and partners, you will ensure CARE continues to deliver high-quality humanitarian assistance while preparing communities for recovery whenever opportunities arise.
Who We Are Looking For
We are seeking a strategic, courageous, and compassionate leader who brings:
Significant senior leadership experience within international humanitarian or development organisations.
Proven success leading complex, multi-sector humanitarian operations in fragile, conflict, or highly insecure environments.
A strong track record of resource mobilisation from institutional donors alongside private, philanthropic, or non-traditional funding sources.
Experience leading organisational strategy while simultaneously managing complex day-to-day operations.
Demonstrated expertise in safety, security, crisis management, and organisational risk leadership.
Strong financial management and operational oversight experience.
Outstanding stakeholder engagement skills, with the credibility to represent CARE with governments, UN agencies, donors, NGOs, and strategic partners.
Experience leading geographically dispersed, multicultural teams and fostering inclusive, high-performing organisational cultures.
Excellent communication, negotiation, and influencing skills.
A deep commitment to gender equality, humanitarian principles, and CARE's mission and values.
