Education Officer

TEAM/PROGRAMME: Education for All South Sudan (EFASS)

CONTRACT LENGTH: One Year with possibilities of extension based on performance.

ROLE PURPOSE/SUMMARY: 

The Education Project Officer will support the implementation, coordination, and monitoring of the EFASS project in Magwi and Torit. The role focuses on improving access to quality education for vulnerable children and adolescents through accelerated learning programmes, alternative education pathways, and strengthening community engagement. 

The Education Project Office (PO) will be the link between SCI and the designated schools. He / She will facilitate and supervise all aspects of the Education interventions in the designated schools including establishment of school clubs and support teachers on Teaching at the Right Level (TARL) approach. He/ She will be responsible for the day-to-day monitoring of all project activities link to school ensuring schools are adhering to South Sudan integration of climate change related activities into the school Master timetable and SCI Education quality benchmarks and school safe schools. 

He/she will be responsible for the timely distribution of education and other school materials. The Education project officer will be responsible for county, school level community engagement and collaboration ensuring support to school administration, training of teachers, PTA, SMC and other community stakeholders. He / She will be responsible for collecting data, monitoring, and follow up of activities to inform project improvements. The EPO will timely develop individual work plans, write reports and submit quality reports at different reporting intervals.

Role Dimensions: 

The role holder will work closely with the Education Manager, Teacher Professional Development Specialist, Foundational learning and access lead, Gender, protection and MHPSS officer, Cash transfer Officer, cash transfer Coordinator, Education Technical Specialist, County Education Officials and partners. He or She will be responsible for providing day-to-day support in the delivery of learning and capacity building activities for the project. This includes collecting data from various stakeholders and schools, packaging information into easy to locate and digest materials, and helping to build a culture of knowledge sharing with education team/sector.

KEY AREAS OF ACCOUNTABILITY:

1. Project Implementation.

• Support the day-to-day implementation of EFASS education activities in assigned location
• Ensure project activities are delivered according to approved plans, budgets, and timelines.
• Coordinate establishment, map, support ALP learning centers and Facilitators.
• Facilitate enrolment and retention of out-of-school children, especially girls and vulnerable groups.
• Ensure integration of child protection and gender-sensitive approaches in education activities.
• Lead and support teachers on assessment and delivery of TARL model in schools.

• Support teachers track enrolment data, retention and transition of learners from nonformal to formal education pathways.

   

2. Teacher and Facilitator Support

• Identify, recruit, and support community volunteer teachers, ALP facilitators volunteers.
• Organize and deliver training on, Accelerated learning curriculum, Child-centered methodologies, Classroom management
• Conduct regular classroom observations and provide mentoring support to teachers.
• Mobilize & ensure teachers participate in the MoGE&I design continuous professional development (CPD) program.

• Lead and support teachers conduct termly classroom assessments including TARL cycles.

   

3. Monitoring, Evaluation, Accountability, and Learning (MEAL)

• Track project indicators and ensure accurate documentation of progress.
• Support data collection, verification, and reporting (attendance, performance, enrolment).
• Conduct regular field monitoring visits and prepare monitoring reports.
• Support learning assessments and evaluation activities.

• Ensure accountability mechanisms (feedback/complaints) are functional and accessible to communities.

   

4. Community Mobilization and Engagement

• Work closely with Parent-Teacher Associations (PTAs), School Management Committees (SMCs), and community leaders.
• Lead community sensitization on the importance of education, especially for girls and adolescents.
• Promote safe and inclusive learning environments.

• Strengthen community ownership of education activities including building capacity.

   

5. Coordination and Representation

• Liaise with local education authorities, including County Education Departments (CED).
• Participate in education cluster and coordination meetings at the field level.
• Collaborate with other partners operating in Magwi and Torit.
• Represent Save the Children in local forums when required.

6. Safeguarding and Child Protection

• Ensure all project activities adhere to Save the Children’s Child Safeguarding Policy.
• Report any safeguarding concerns immediately.

• Promote safe learning environments free from abuse, exploitation, and harassment.

   

7. Logistics and Administration

• Support procurement and distribution of teaching and learning materials.
• Maintain proper records of materials and equipment provided to schools.
• Assist in budget tracking and expense reporting.

QUALIFICATIONS

• Bachelor’s degree or Diploma in education with 2-5years of experience and other related social sciences. Master’s in education is an added advantage. 

EXPERIENCE AND SKILLS

Essential:

• Bachelor’s degree in education, Social Sciences, or related field.
• Minimum 3 years’ experience in education programming (NGO experience preferred).
• Experience in accelerated education, alternative learning, or emergency education.
• Strong understanding of the South Sudan education system.
• Experience working with communities in rural settings.
• Proven experience in implementing Teaching at the Right Level (TARL) approach in school setting, designing and implementing education training initiatives.
• Experience working with schools, education authorities, NGOs, or community-based education projects.
• Demonstrated ability to collect, analyze, and use data for monitoring and improving education
• Very good experience in writing reports and managing project budget is an asset.
• Proven track record of implementing Continuous Teacher Profession Development (CTPD) in South Sudan with an international NGOs in South Sudan.

• More flexible and have knowledge of local context and cultures of the area.
