Background and Rationale:

The United Nations Population Fund (UNFPA) Philippines is implementing its 9th Country Programme (2024–2028), supporting the Government of the Philippines to accelerate progress towards universal access to sexual and reproductive health and rights, gender equality, population data and dynamics, and humanitarian preparedness and response.

The Planning, Monitoring and Evaluation (PM&E) Unit provides strategic leadership on results-based management, including results planning, performance monitoring, results reporting, evaluation, knowledge management and the generation and use of evidence to support adaptive programme management, organizational learning and accountability. Through robust M&E systems, the Unit supports the effective implementation of the Country Programme across development and humanitarian contexts.

The consultancy is required to provide short-term technical support to the PM&E Unit in planning, monitoring, reporting, information management and evaluation to support the effective implementation of the Country Programme.

Purpose and Objectives of the consultancy:

The consultant will contribute to results-based management, including effective results planning, monitoring, reporting, knowledge management and evaluation to advance the implementation of the UNFPA 9th CPD in alignment with Government priorities across both development and humanitarian contexts. Sh/he will provide daily technical support to the CO.

Scope of work:  

Under the overall supervision of the Planning, Monitoring and Evaluation Specialist, the consultant will:

  • Support the quality assurance of implementing partner Annual Work Plans, including quarterly reviews of progress against planned results.
  • Support implementation of the Country Office monitoring plan, including monitoring implementation of Annual Work Plans and programme performance.
  • Contribute technical inputs to the mid-year and annual reviews of the Country Programme.
  • Coordinate the review and analysis of programme results from programme teams and implementing partners.
  • Maintain and update monitoring and information management systems, including PMT, IPMT, UN INFO and other corporate reporting platforms.
  • Contribute to the quality assurance of corporate, donor and implementing partner reports.
  • Support field monitoring missions, Post-Distribution Monitoring exercises, assessments and other evidence generation activities, including data analysis and reporting.
  • Support implementation of planned evaluations and follow-up of evaluation recommendations and management responses.
  • Prepare analytical summaries, presentations and other knowledge products to support programme management and senior management decision-making.
  • Provide technical support to programme staff and implementing partners on results-based management, monitoring tools and reporting requirements.
  • Perform other monitoring, evaluation and information management tasks as assigned by the PM&E Specialist.

Duration and Delivery dates, Proposed Payment Schedule and how work will be delivered:

The consultant will provide ongoing technical support to strengthen results-based management across the Country Programme, including results planning, performance monitoring, reporting, evaluation, information management and the generation and use of evidence to support adaptive programme management and informed decision-making throughout the consultancy period.

At the beginning of each month, the consultant and the Planning, Monitoring and Evaluation Specialist will agree on a detailed monthly workplan and priority deliverables taking into account Country Office priorities, reporting deadlines and emerging programme and operational requirements. Progress against the agreed deliverables will be reviewed monthly and will form the basis for certification of satisfactory performance and payment.

Due Date: End of Each month

  1. Strategic Planning, Monitoring and Performance Management: Technical support provided for implementation of the Country Office monitoring plan, including quality assurance of implementing partner AWPs and quarterly reviews of progress against planned results; monitoring of programme performance; review, analysis and quality assurance of programme performance information from programme teams and implementing partners; maintenance of monitoring and information management systems; and technical inputs to the mid-year and annual reviews of the Country Programme.
  2. Results Reporting, Analysis and Strategic Communication: Quality-assured technical inputs provided to corporate, donor and implementing partner reports;           analytical summaries, presentations and other knowledge products prepared to support programme management and senior management decision-making.
  3. Evaluation, Learning and Knowledge Management: Technical support provided for field monitoring missions, Post-Distribution Monitoring exercises,                         assessments and planned evaluations, including data analysis and reporting; follow-up of evaluation recommendations and management responses supported; 
    and technical support provided to programme staff and implementing partners on results-based management, monitoring tools and reporting requirements.

End of Final Month: Submission of a handover note summarizing completed work, outstanding actions and recommendations for follow-up.

Consultancy Period: 15 August - 31 October 2026

Place where services are to be delivered:

The main duty station will be Metro Manila, Philippines. The consultant will be expected to report to the UNFPA Country Office on a full-time basis (Monday to Friday), in accordance with the Country Office's flexible working arrangements.

Monitoring, Supervisory and quality check arrangements: 

The consultant will work under the direct supervision of the Planning, Monitoring and Evaluation Specialist. Progress will be reviewed through weekly meetings and verification of agreed deliverables. All outputs will be subject to technical review and approval by the supervisor prior to payment.

Expected travel: UNFPA will cover approved travel costs in accordance with UNFPA policies where travel is required.

Supervisory Arrangements: The consultant will report directly to the Planning, Monitoring and Evaluation Specialist and work closely with programme staff, the Cotabato Sub-Office, implementing partners and relevant UN counterparts.

Required expertise, qualifications and competencies, including language requirements:

Education

Completed Secondary Level Education required; A university degree at bachelor’s level or higher in statistics, development studies, economics, public health, population studies, demography and/or any other related social science discipline is desirable.

Experience

  • Minimum of 7 years of progressively responsible experience in results-based management, including programme planning, monitoring, reporting, information and knowledge management in development and/or humanitarian contexts. The minimum years of relevant experience is reduced to 6 years for candidates who possess a relevant first-level or advanced university degree.
  • Experience supporting results-based management for complex programmes in one or more of the following areas: sexual and reproductive health and rights, gender-based violence, adolescents and youth, population dynamics, and humanitarian action, preferably within the United Nations system or other international development organizations.
  • Experience supporting the management of evaluation processes.
  • Experience supporting monitoring and reporting in humanitarian contexts; familiarity with the humanitarian-development-peace nexus is desirable.
  • Experience in data management, analysis and visualization using Microsoft Excel, Power BI or similar software.
  • Ability to provide technical support on results-based management to programme teams and implementing partners.
  • Strong quality assurance skills, with the ability to review and validate programme performance information and reports for accuracy, consistency, completeness, and alignment with results-based management standards.
  • Ability to synthesize programme data into analytical insights to support programme management and senior management decision-making.
  • Strong analytical, writing and communication skills.
  • Demonstrated ability to manage multiple assignments, work effectively under tight deadlines, and collaborate effectively in multidisciplinary teams.
  • Demonstrated use of Artificial Intelligence tools to support programme management, analysis or knowledge management is an asset.

Languages: Fluency in English and Filipino is required.
