IMPACT Initiatives (IMPACT) is a humanitarian NGO, based in Geneva, Switzerland, with the aim to improve the impact of humanitarian, stabilization and development action through data, partnerships and capacity building programs. The organization manages several initiatives, which includes i) the REACH Initiative aimed at facilitating the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, ii) the PANDA Initiative aimed at directly supporting key aid actors in improving the effectiveness, efficiency, and efficacy of their programs, and iii) the AGORA Initiative aimed at promoting localized and multi-sectoral aid action in support of the recovery and stabilization of crisis- affected communities.

CONTEXT

REACH Initiative is recruiting an Assessment Officer for the Multi-Sector Needs Assessment (MSNA) team based in Kyiv, Dnipro, Odesa or Kharkiv.

The Assessment Officer will support the implementation of the MSNA, one of the primary inter-agency assessments informing humanitarian planning and prioritization in Ukraine. The role contributes to data collection, analysis, and the production of assessment outputs, while coordinating with Clusters, Working Groups, and other humanitarian stakeholders to ensure the MSNA addresses key information needs across the response. The Assessment Officer will also support training and data collection activities, as well as the analysis and dissemination of findings to strengthen evidence-based decision-making.

We are looking for candidates with strong analytical skills, experience supporting research or assessments in humanitarian or development contexts, and fluency in Ukrainian and English.

FUNCTIONS

The Assessment OfficerAO will be responsible for the following tasks within the MSNA team of IMPACT Ukraine:

• ASSESSMENT PLANNING AND IMPLEMENTATION

The AO supports the research design, data collection, data analysis, and output and dissemination phases of the research cycle, and all other activities conducted under the work stream in which they work according to IMPACT requirements and principle. Tihs includes supporting the (S)AO in developing and adjusting new data collection tools and data analysis plans in line with IMPACT / ACTED minimum standard, as well as leading on conducting secondary data and literature reviews of English, Ukrainian and Russian language reports and media that will enrich the quality of analyses, triangulate findings and place outputs in a broader context. Under the guidance of the SAO and RM, the AO incorporates feedback to adjust aspects of the research, as well. This includes supporting the SAO in collaborating with data collection partners and, if relevant, with the field team.

The AO shall take a leading role in testing of the data collection tool and enumerator training under the guidance of the SAO. This includes prearping the materials for data collection training sessions, and conducting trainings on data collection methodologies and techniques. It also includes supporting the translation unit in making sure questionnaires are accurately translated to ensure data validity.

The AO as relevant shall also contribute to discussions between all team members to discuss bottlenecks, solutions, and ensure steady progress towards completion. The AO should also ensure that the SAO receives regular updates on the status on the tasks for which they are responsible in the research cycle, ensuring any challenges are flagged in a timely manner.

The AO also leads on monitoring the data quality checks and the overall data collection monitoring by working with data staff to design rigorous data checks to ensure the quality of the data.

• REPORTING

The AO supports the drafting of timely and accurate outputs to present MSNA findings (factsheets, reports, briefs, presentations, etc), ensuring they comply with IMPACT’s guidelines and quality standards. The AO may also lead on drafting outputs, including written outputs and presentations, presenting to key stakeholders, under the guidance of the SAO. In particular, the AO will lead on conducting presentations and dissemination events, online and in-person, which may require travel to other parts of Ukraine in Ukrainian to local actors (i.e. local NGOs). During the production of products, maintaining a log of lessons learned and best practices is encouraged by the AO.

The AO liaises with data and GIS colleagues to ensure effective representation of research findings in relevant data visualizations.

• CONFIDENTIALITY AND DATA PROTECTION

The AO shall maintain the strictest confidentiality of data and processes. They actively take measures to prevent the unauthorized sharing of information and data. They also ensure the implementation of HQ-related policies in terms of data confidentiality and data protection and keep up to date of any changes initiated by HQ in this regard under the guidance of the (S)DBO.

• ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES

The AO is responsible for ensuring that all interactions with Ukrainian communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies. The ACTED Code of Conduct should be rigorously mainstreamed throughout every research cycle, under the guidance of the SAO and RM. This is the responsibility of every IMPACT staff member.

QUALIFICATIONS

EDUCATION

• Bachelor’s degree completed or in process in a sphere of social science (e.g. International Relations, Political Sciences, Social Research, Economics, Development Studies, or similar) required.

TECHNICAL REQUIREMENTS

• Prior working experience in research and/or drafting of analytical products strongly desired;
• Strong analytical skills;
• Prior experience working with local authorities and/or NGOs in a humanitarian/development context is strongly desired;
• Experience using Adobe products (InDesign in particular) strongly desired;
• Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint;
• Understanding and familiarity with research and data analytics;
• Fluency in Ukrainian and English required;
• Strong communication and drafting skills for effective reporting in both Ukrainian and English.
