Organizational Setting and Reporting Relationship

The position of Associate Treasury Officer is assigned to the Treasury Quantitative Analysis Unit (TDOT-QAU) within the Treasury Department (TD). You will be based at our Headquarters in Manila, Philippines.

 

You will report to a designated international staff and senior officer.

 

Your Role

As an Associate Treasury Officer, you will provide analytical, programming, and business intelligence reporting support to develop and integrate treasury applications. You will support system improvements on new requirements, strengthen the analytical capacity, and bring efficiency in treasury operations. You will also provide daily systems support to ensure smooth implementation of new functionalities and information technology (IT) systems.

 

You will:

IT Systems Development and Maintenance

  • Design, implement, and maintain Treasury applications to support business operations and strategic initiatives, including system integrations.
  • Provide end-to-end product lifecycle support for Treasury Department systems, including requirements analysis, development, testing, deployment, maintenance, and production support, STP, and credit limits.
  • Collaborate with other team members to understand how automation can improve workflow and propose ideas and solutions.
  • Contribute to ADB-wide projects such as business continuity, IT Security, and other IT projects.

Develop Financial Projection and Derivative Modelling

  • Provide daily functional support of the applications including data interfaces with the market data provider systems and troubleshoot issues and propose solutions.
  • Develop financial models covering debt allocation, transfer pricing, cost of carry, liability management, and investment portfolio performance.
  • Develop Asset and Liability Management dashboard reports using business intelligence reporting tools.
  • Support in the model validation tests covering data, assumptions, and algorithm.
  • Support in the preparation of the functional specifications for systems development.

You will need:

  • Bachelor's degree in computer science, mathematics, banking, finance or related field.
  • At least 5 years IT work experience in international banking operations, practices, and systems implementation; exposure to investment or borrowing operations.
  • Experience with relational database, such as Oracle and SQL Server, Microsoft ODBC, and Microsoft ActiveX Data Object.
  • Experience in C++ or C# and Python
  • Experience of treasury core applications at functional levels.
  • Sound knowledge of treasury operations covering areas such as financial markets, pricing of derivative instruments, market data, and trade life cycle.
  • Experience working with data management and business intelligence reporting tools such as Power BI and Tableau an advantage.
  • Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
