The purpose of this consultancy is to provide specialized technical, strategic, and operational support to UNOOSA in advancing the implementation of the Strategic Roadmap for the Brazilian Space Ecosystem. The consultancy will support the implementation of the Brazilian Space Ecosystem Roadmap, space industry development, international cooperation, outreach and capacity building. This amendment and extension add the preparation of a plan to structure and establish an ESA Business Incubation Centre (ESA BIC) in Brazil, with an initial network of participating institutions, and explicitly requires a report on the results of the Space Industry Workshop 2026 and International Mission Brazil and Europe, which has already taken place. The workshop results report forms part of Deliverable B. The ESA BIC structuring and implementation plan and its supporting annexes form Deliverable C. The assignment is expected to contribute to ecosystem development, stakeholder engagement, institutional capacity strengthening, and evidence-based policy and programme implementation.

Duties and Responsibilities
Under the supervision of the Chief of the Space Applications Section and under the overall strategic coordination of the Director of the Office, the tasks of the consultant will include, but not be limited to: A. Document the results of the completed Space Industry Workshop 2026 The original assignment included support for the design and delivery of the Space Industry Workshop 2026 in Rio de Janeiro in August. Following completion of the event, the consultant shall prepare a consolidated report on its main results, covering the core programme and associated project-supported activities. The report shall document participation, substantive conclusions, business and cooperation opportunities, lessons learned and recommended follow-up actions for AEB, using available records and stakeholder feedback. B. Advise on implementation of the Brazilian Space Ecosystem Roadmap Provide strategic and technical advisory support to advance implementation of the Brazilian Space Ecosystem Roadmap, with particular emphasis on internationalization, ecosystem development, and institutional coordination. This will include identifying priority actions, practical pathways for implementation, and international collaboration opportunities. C. Conduct research and develop capacity-building activities on space commercialization and internationalization Undertake research and analysis on space commercialization and internationalization, including international cases, opportunities, constraints, comparative positioning, and enabling conditions. Design and support the development of institutional capacity-building activities aimed at strengthening the readiness of Brazilian ecosystem actors for international engagement such as market access, partnership development, investment readiness, and commercial soft-landing. D. Prepare the structuring and implementation plan for ESA BIC in Brazil The consultant shall develop a practical plan for AEB to structure and establish ESA BIC in Brazil. The plan shall define the proposed institutional and operational model, governance, initial host institutions and partners, incubation services, infrastructure requirements, financing options and implementation steps. Mapping shall focus on the institutions and resources needed for the initial network, rather than an exhaustive national inventory. The consultant shall build on existing studies and contacts, including those developed during the European mission, consult AEB and priority partners, and seek clarification from ESA on applicable requirements and cooperation arrangements. Formal ESA affiliation, branding, funding commitments and establishment of the network remain subject to the decisions and agreements of the respective institutions. E. Documentation and knowledge management (ongoing throughout the assignment) Ensure all relevant information and documents are saved in a shared online folder in a timely and organized manner for ease of future referencing by UNOOSA.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in economics, business administration, political science, international relations, social sciences, engineering or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least ten (10) years working experience in implementing projects, consulting and/or research in the field of Space Economy in Brazil is required; Work experience in developing strategic space ecosystem for Brazil is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations official language is an advantage. Knowledge of Portuguese is required.
