For open call for projects. All documents must be submitted at the same time (concept note and full application). During the first stage, only the concept notes will be evaluated. Subsequently, full applications will be evaluated for the shortlisted lead applicants. After assessment of the full applications, the eligibility of the provisionally shortlisted applicants will be verified on the basis of supporting documentation requested by Expertise France and in light of the declaration signed by the lead applicant, submitted at the same time as the full application.
Syria Health Recovery and Reconstruction Effort (SHeRE)
Context
Expertise France (EF) developed the "Health Recovery in Northeast Syria" (HERNES) program in 2019 that was funded jointly by the French Ministry of Europe and Foreign Affairs (French MoEFA) and the European Union (EU). The program was delivered in 4 phases until 2026.
Transitioning from HERNES, EF developed the “Syria Health Recovery and Reconstruction Effort ” (SHERE) project to cover all of Syria. This program aims to support an inclusive and sustainable recovery of the health system in Syria by improving access to quality Reproductive, Maternal, Newborn, and Child Health (RMNCH) services. Through targeted rehabilitation of health facilities, provision of essential equipment, capacity strengthening of health personnel, and technical support at national and sub-national levels, the project seeks to enhance service availability, strengthen health system functions, and improve health outcomes for conflict-affected populations.
Working closely with national authorities, implementing partners, and community stakeholders, SHERE promotes harmonized standards, evidence-based practices, and coordinated sector-wide approaches to contribute to long-term resilience and better health for women, children, and vulnerable groups across Syria.
Program objectives and priorities
This programme aims to address gaps in access to quality health care through the comprehensive rehabilitation, equipping, and quality improvement of five strategically selected health facilities in Damascus and Rural Damascus with the Syrian Ministry of Health (MoH), prioritizing those with the greatest potential to meet urgent community health needs and serve as sustainable centres of care.
After preliminary assessment in consultation with the Ministry of Health, 5 health facilities were identified and distributed into lots of this Call for Proposals. These conflict-afflicted facilities are in need of rehabilitation, they serve large populations and provide maternal and child health services, in line with the SHeRE project objective. Expertise France teams conducted off-site and onsite data collection in close coordination with the MoH to provide a comprehensive overview of each facility needs which were prioritized by MoH.
The overall objective of this call for projects is to rehabilitate, equip and improve quality of five critical health facilities in Damascus and Rural Damascus, in line with facility-level technical assessments and subsequent MoH-led recovery strategy for the sector (kindly refer to annex H of this Call for Proposals).
The specific objectives of this call for projects are:
SO1 - Rehabilitation
Facility-level technical assessments identified structural, electrical, plumbing, and environmental health needs in targeted health facilities. Rehabilitation will focus on restoring essential infrastructure, ensuring compliance with safety standards, and enabling the facility to operate at full capacity. The rehabilitation will target 3 PHCs and 1 Hospital. Eligible activities may include repairs to walls, ceilings, floors, and roofs; restoration of water and sanitation systems; installation of backup power systems; and upgrades to ventilation and infection prevention and control (IPC) infrastructure. Intervention priorities under this component have been disaggregated for each lot in Annex H to this Call for Proposals.
SO2 - Provision of Equipment and Supplies
Selected partners should equip the targeted health facilities with the necessary medical equipment, furniture, and consumables to enable the delivery of quality services. Equipment packages will be tailored to the facility’s intended service scope—such as primary health care, maternal and newborn care, or basic emergency services. Eligible activities may include the provision of diagnostic devices, delivery beds, neonatal resuscitation equipment, laboratory tools, sterilization units, and essential medicines and consumables, as needed in each target health facility. Intervention priorities under this component have been compiled into one lot for all the PHCs in Annex H to this Call for Proposals.
SO3 - Capacity Support
For services in target health facilities to be effectively ru n and sustained, this programme believes that rehabilitation and equipping efforts must be paired with capacity building support – which constitutes the sixth and last lot of this Call for Proposals. Activities under Lot 6 will include strengthening the skills of health personnel, improving management and organizational skills, as well as improving aspects that enhance coordination, accountability, and service quality in all five targeted health facilities. Priorities for capacity development include a wide-range of technical thematic topics such as standardized Infection Prevention & Control (IPC) processes, Medical / Clinical Waste Management, Pharmacy Management & Safe Storage, Cold Chain Management & Expanded Programme on Immunisation (EPI) Diabetes & Chronic Disease Management, Laboratory Quality & Biosafety, Patient Referral System as well as Disability-Inclusive Healthcare & PwD-Sensitive Care. Intervention priorities under this component have been compiled into one lot in Annex H to this Call for Proposals.
For lots 1 to 3, and 5, prospective applicants must submit a project proposal covering SO1 and SO2 (Rehabilitation and Equipment) and/or SO3 (Capacity Support).
For lot 4, prospective applicants must submit a project proposal covering SO2 and/or SO3 in one or more health facilities.
For lot 6, prospective applicants can submit a project proposal for capacity development programme in line with priorities identified under SO2 and SO3 for health personnel from all five health facilities to enrol.
