Overview

Elrha is commissioning an Ethiopia National Ecosystem Scoping Study to develop a robust, context-grounded understanding of the country’s climate-health-humanitarian ecosystem. The study will inform the longer-term programme of work for the HHCC, including priorities for evidence generation, innovation, partnerships and implementation.

Ethiopia has been selected as the pioneer national hub for the HHCC. The study will build on an earlier scoping exercise and generate deeper Ethiopia-specific evidence, innovation, stakeholder and implementation insights, rather than repeat the initial global scan.

The HHCC is a five-year initiative delivered by Elrha. It is designed as a lean, locally led platform connecting evidence generation, climate science and frontline humanitarian health implementation.

Objective

The consultancy will provide the HHCC Anchor Institution, national multi-sectoral Steering Group and Elrha with evidence and analysis to shape the collaborative’s programme of work for Years 2–5. The work will:

  • Evidence and effective response gaps: Assess what is known about climate-related health risks, effective responses, implementation barriers and evidence gaps in Ethiopia, while identifying existing work, networks and early warning tools that should be built upon.
  • Innovation opportunities: Identify relevant existing and emerging innovations, including digital tools, early warning and anticipatory action mechanisms, community-led response models, service-delivery adaptations and financing approaches.
  • Stakeholder and ecosystem mapping: Map relevant institutions, initiatives, tools, policies, local innovation actors, community intermediaries and grassroots structures across the climate-health-humanitarian nexus.
  • Recommendations for Years 2–5: Recommend priority hazards, research themes, innovation opportunities and strategic partner configurations for the HHCC’s future programme of work.

Essential consultant specifications

Applications are welcome from individual consultants, institutional research teams and collaborative teams. Applicants must demonstrate:

  • Qualifications: A relevant postgraduate qualification in public health, epidemiology, environmental science, humanitarian assistance, health systems or a closely related discipline.
  • Experience: At least five years of relevant research, situational analysis or public health programming experience in humanitarian, fragile or displacement settings, addressing climate-related vulnerabilities.
  • Ethiopia expertise: Demonstrable knowledge of Ethiopia’s public health, disaster management, innovation and humanitarian systems, with access to relevant institutions and networks.
  • Methods: Experience in rigorous evidence synthesis, stakeholder mapping and semi-structured key informant interviews in complex settings.
  • Language and communication: Excellent written English and report-writing capability, with fluency in Amharic within the field interview team. Familiarity with other Ethiopian languages is desirable.
  • National research involvement: The substantive involvement of national researchers based in Ethiopia is mandatory. International teams must formally partner with an Ethiopian researcher or local research institution and demonstrate joint design and substantive delivery responsibility.

  • Application deadline: 20 November 2026, 5:00 pm UTC
  • Expected contract start and inception meeting: January 2027
