Project Context and Scope
The International Organization for Migration (IOM), in partnership with the Ministry of Disaster Management and Relief (MoDMR), co-leads the Displacement Management Cluster (DMC) in Bangladesh. With support from the European Civil Protection and Humanitarian Aid Operations (ECHO), IOM has supported national preparedness and response efforts for disaster-induced displacement through strengthening coordination mechanisms, enhancing information management, and building the capacities of humanitarian actors. Under a current project, IOM plans to undertake an initiative for capacity sharing on displacement management, Displacement Management Cluster operations, humanitarian coordination, and coordination in complex emergencies, including the Rohingya response with MoDMR and DDM. The capacity sharing is to be supported through a comprehensive needs analysis of coordination mechanisms, institutional capacities, and operational practices related to displacement management and humanitarian coordination. Based on the findings, a practical and institutionalized training manual will be developed. Capacity-sharing session will subsequently be organized for relevant officials with the finalized training manual handed over to MoDMR to support continuous institutional learning and future training initiatives.To support this initiative, IOM seeks to engage an experienced Individual Consultant to lead the need analysis, develop the training manual, facilitate capacity-sharing activities, and provide technical guidance to strengthen government leadership in displacement management and humanitarian coordination.The overall objective of this consultancy is to conduct needs analysis on displacement management, Displacement Management Cluster operations, humanitarian coordination, and refugee coordination with the Ministry of Disaster Management and Relief (MoDMR) and the Department of Disaster Management (DDM) and to develop a comprehensive training manual and capacity sharing session (s) to support Government leadership of the Displacement Management Cluster and humanitarian coordination mechanisms in Bangladesh.
Disaster, Displacement, Response and Recovery Unit(DDRRU)
Under the overall supervision of Displacement Management Cluster Coordinator and in close coordination with MoDMR, DDM, and relevant stakeholders, the consultant will undertake the following tasks:
1. Needs Analysis
- Review existing policies, institutional frameworks, standard operating procedures, guidelines, and coordination mechanisms related to displacement management and humanitarian coordination.
- Assess the institutional structure, mandates, staffing, operational capacities, coordination arrangements, and existing training systems of MoDMR and DDM.
- Assess current understandings related to:
- Disaster displacement preparedness and response;
- Displacement Management Cluster (DMC) operations;
- Inter-agency humanitarian coordination;
- Information management and coordination processes;
- Emergency preparedness and contingency planning;
- Coordination mechanisms related to the Rohingya response.
- Conduct consultations with relevant government ministries, humanitarian partners, UN agencies, NGOs, and other key stakeholders.
- Identify institutional strengths, capacity gaps, operational challenges, and priority areas for capacity development.
2. Training Manual Development
- Develop a comprehensive competency-based training manual for MoDMR and DDM officials based on the need analysis.
- Ensure the manual is practical, user-friendly, and aligned with national policies, international humanitarian standards, and cluster coordination approaches.
- The manual should include, but not be limited to:
- Principles of displacement management;
- Disaster displacement preparedness and response;
- Roles and responsibilities of MoDMR, DDM, and humanitarian actors;
- Displacement Management Cluster coordination;
- Humanitarian coordination architecture in Bangladesh;
- Emergency coordination mechanisms;
- Information management and reporting;
- Coordination in the Rohingya humanitarian response;
- Simulation exercises, case studies, and practical tools.
- Revise the manual based on feedback from IOM, MoDMR, DDM, and relevant stakeholders.
3. Capacity Sharing
- Develop training materials, facilitator guides, presentations, and participant handbooks.
- Design and deliver Training of Trainers (ToT) and capacity-sharing workshops for relevant officials from MoDMR, DDM, and other government institutions at central and field levels.
- Facilitate interactive learning sessions, practical exercises, and simulation activities.
- Evaluate participant learning outcomes and document lessons learned.
4. Technical Support
- Provide technical recommendations for strengthening institutional arrangements, coordination mechanisms, and long-term capacity development.
- Support validation workshops for assessment findings and training materials.
- Incorporate stakeholder feedback into final deliverables.
- Prepare a roadmap for institutionalizing the training programme within MoDMR.

Required Qualifications and Experience
Education
Master's degree in Disaster Management, Humanitarian Affairs, Public Administration, Development Studies, Public Policy, International Relations, Social Sciences, or a related field from an accredited academic institution.
Experience
At least 7 years of relevant professional experience in disaster management, humanitarian coordination, displacement management, emergency preparedness, or institutional capacity development.
Extensive experience working with Government institutions particularly Ministry of Disaster Management and Relief
Demonstrated experience conducting institutional or organizational capacity assessments.
Proven experience developing training manuals, operational guidelines, and capacity-building curricula.
Extensive experience designing and delivering training programmes for government institutions and humanitarian actors.
Strong knowledge of humanitarian coordination mechanisms, including the Cluster Approach and inter-agency coordination systems.
Familiarity with Bangladesh's disaster management framework, humanitarian architecture, and the Rohingya response.
Previous experience working with UN agencies, government institutions, international organizations, or development partners is highly desirable.
Excellent analytical, facilitation, and report-writing skills
Languages
- Fluency in English and Bangla (written and spoken) is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
