Capacity Building and Migration Coordinator

Under the project “Strengthened Service Delivery Systems for Improved Migration Management and Sustainable Reintegration”, funded by the European Union (EU), IOM aims to strengthened Inter-ministerial and other existing coordination mechanisms for migration and reintegration services, enhancing institutional capacity and coordination mechanisms at national and sub-national levels.

The project will strengthen and institutionalize District Migration Coordination Committees (DMCCs) as key district-level coordination platforms for migration governance and reintegration support. Building on the structures established under the Prottasha Project, the intervention will enhance the operational capacity and functionality of existing DMCCs. The project will facilitate regular coordination meetings, strengthen referral and information-sharing mechanisms among relevant stakeholders, and support the development of standard operating procedures (SOPs) to improve service coordination for migrants and returnees. Furthermore, the project will promote stronger collaboration among District Employment and Manpower Offices (DEMOs), local administration, civil society organizations, and service providers to ensure migration and reintegration services are delivered in a coordinated, gender-responsive, rights-based, and sustainable manner.

This United Nations Volunteers (UNV) assignment is part International Organization for Migration’s project “Strengthened Service Delivery Systems for Improved Migration Management and Sustainable Reintegration”, funded by the European Union (EU).

Under the supervision of the National Programme Officer, Reintegration and Labour Mobility & Social Inclusion, the UN Volunteer will undertake the following tasks:

• Review and update the Terms of Reference (ToRs) and Standard Operating Procedures (SOP) for existing District Migration Coordination Committees (DMCCs) at the district level.

• Review and update the ToRs and prepare registration documents for existing Migration Forums in nine districts to support their registration as community-based organizations.

• Liaise with relevant authorities to support the review, endorsement, and finalization of the updated ToRs, SOPs, and registration documents.

• Support contextualization of the relevant training modules of IOM for providing migration, reintegration, counselling and gender trainings.

• Design and develop training materials, structured training plans, session outlines, facilitator guides, and participant handbooks on migration governance, safe migration, reintegration, and service delivery mechanisms, aligned with IOM standards.

• Facilitate Training of Trainers (ToT), workshops, and capacity-building sessions for government stakeholders (e.g., MoEWOE officials, DEMOs, WEWBs, Welfare Centers, DMCC members, Migration forum members) and relevant partners.

• Coordinate with programme teams and stakeholders to ensure training content is context-specific, gender-responsive, and aligned with project objectives.

• Document training sessions, including preparation of reports, training evaluations, lessons learned, and recommendations.

• Ensure integration of cross-cutting themes such as gender equality, protection, and inclusion into all training materials and sessions.

• Perform any other duties as assigned by the supervisor.
