Consultancy for the Integration of the SGBV Internal Fundamentals Package

1. Background and Rationale

We are updating and expanding our internal SGBV Fundamentals Package to make sure our teams have clear, high-quality, and practical guidance across humanitarian and development nexus.

Rather than starting from scratch, we are building directly on our existing training package and integrating core IPPF technical resources—specifically their toolkits on Sexual and Reproductive Health and Rights (SRHR), SGBV response, First Line Response LIVES/PFA, Primary Prevention, Risk Mitigation, and MEAL (Monitoring, Evaluation, Accountability, and Learning).

The Global SGBV Advisor is leading this process and needs a dedicated Technical Assistant / Co-Writer to work side-by-side with her. The consultant will help organize, write, adapt, and format the updated package into clear learning modules and practical tools.

2. Core Purpose & Working Modality

This is a hands-on, collaborative role. The Consultant will work in direct technical partnership with the Global SGBV Advisor, who will set the overall strategy, share existing internal materials, provide technical inputs, and lead validation.

The Consultant will serve as the primary co-writer—helping bring together the IPPF toolkits, refine the package structure, draft user-friendly guidance, and create facilitator and participant materials.

3. Scope of Work

Task 1: Mapping & Gap Integration

• Review our current SGBV Fundamentals Package alongside IPPF’s technical suites (SRHR, SGBV, PSS, Primary Prevention, Risk Mitigation, and MEAL guidelines).
• Work closely with the Global SGBV Advisor to identify missing pieces and map out clear integration points across the Humanitarian-Development Nexus (HDN).

Task 2: Content Upgrade across Core Pillars & MEAL

Collaborate with the Advisor to update technical guidance across four core areas:

• SGBV Response & SRHR/PSS Integration: Survivor-centered care, First Line Response LIVES/PFA, clinical SRHR linkages, and structured PSS tools.
• SGBV Risk Mitigation: Sector safety audits, risk identification, and practical integration for health and non-protection settings.
• SGBV Prevention: Social norm change, community engagement, and prevention strategies adaptable to both acute crisis and longer-term development contexts.
• MEAL in SGBV: Ethical data management, indicator tracking, feedback channels, and monitoring tools aligned with IPPF standards.

Task 3: Tailoring Content for Target Audiences

Co-draft and adapt the updated material into distinct, accessible learning tracks for three specific groups:

• Non-Protection & Operational Staff (HR, Ops, Finance, Logistics): Core principles, PSEA, Do No Harm, safe identification, and referral pathways.
• Health Workers (Clinicians, Nurses, Midwives, Community Health Workers): Integrating SRHR and SGBV care, clinical and First Line response LIVES/PFA response, survivor communication, and facility safety.
• Managers & Supervisors: Managing operational risk, duty of care, supporting staff wellness, MEAL compliance, and accountability.

4. Key Deliverables & Timeline

1. Deliverable: Integration Plan & Revised Outline: A structural outline mapping existing training materials and IPPF resources (SRHR, First line response LIVES/PFA, Prevention, Mitigation, MEAL) into the HDN framework. Est. Working Days: 5 days & Timeline: Week 2
2. Deliverable: First Draft - Upgraded Core Guidelines & Modules: Draft technical content for the core pillars and MEAL module, tailored to the three target audiences. Est. Working Days: 18 days & Timeline: Week 7
3. Deliverable: Second Draft - Facilitation & Learning Tools: Practical slide decks, facilitator guides, participant handouts, case studies across nexus contexts, and MEAL assessment tools. Est. Working Days: 8 days & Timeline: Week 10
4. Deliverable: Final Package Consolidation: A fully polished, copy-edited, and formatted package ready for rollout, incorporating feedback from the Global SGBV Advisor. Est. Working Days: 4 days & Timeline: Week 12

5. Required Qualifications & Experience

• Education: Degree in Gender Studies, Public Health, Human Rights, Social Work, or a related field.
• Experience:
  • At least 5 years of practical experience working on SGBV, SRHR, and First Line Response LIVES/PFA programming in humanitarian or development contexts.
  • Direct experience working with IPPF tools and frameworks (SRHR/SGBV,LIVES, Primary Prevention, MEAL) or similar inter-agency standards.
  • Proven track record of co-writing or developing training packages, facilitator guides, and technical tools.
• Key Skills: Excellent writing and editing skills in English, with a strong ability to translate complex technical concepts into clear, straightforward, and practical learning materials.

6. Timeframes

The consultancy is scheduled to run from October 2026 through December 2026.

Fees

Professional fees must be quoted in USD. Please indicate daily rate and number of days’ work, as part of your financial proposal, for each objective and deliverables. Fees should exclude VAT. Where indicated VAT should be shown separately and indicated separately on invoices.
