The Country Programme Planning (CPP) process provides an opportunity for UNICEF Country Offices to critically reflect on the country context, identify strategic priorities, make choices about where UNICEF can contribute most effectively, and translate these choices into coherent country programmes. The process involves a series of analytical and strategic steps, including evidence review, strategic reflection, prioritization, Strategic Moment of Reflection (SMR), engagement with government and other partners, and the development of theories of change and results.
