Job Summary
The Deputy Chief of Party II will work as part of the leadership team for the anticipated Continuity of Integrated Health Services (CIHS) project, a multi-country initiative supporting Guinea, Liberia, Mali, and Togo. The Deputy Chief of Party II will provide strategic oversight and leadership for all project technical programming, ensuring the quality, integration, and effectiveness of interventions across malaria, maternal, newborn and child health (MNCH), health systems strengthening, infectious disease preparedness and response, and transition to country ownership.
The Deputy Chief of Party II will directly oversee the project's core team technical advisors and guide implementation of technical strategies aligned with the project's four objectives: (1) strengthening malaria and MNCH service delivery; (2) strengthening health information systems, laboratories, supply chains, and other health systems; (3) improving readiness to detect and respond to infectious disease threats; and (4) accelerating the transition to country-led health programs.
This position will ensure technical approaches are evidence-based, coordinated across countries, and aligned with host-country priorities and the America First Global Health Strategy. The Deputy Chief of Party II's management and technical knowledge will ensure the delivery of high-quality programming and achievement of project results. As a senior leader, the incumbent will proactively manage and mitigate technical risks and support a culture of learning, accountability, and continuous improvement.
Roles and Key Responsibilities
- Provide overall technical leadership for the development, implementation and consolidation of the CIHS project across malaria, MNCH, laboratory systems, disease surveillance, health information systems, supply chain strengthening, and other health systems strengthening interventions. Serve as the primary technical point of contact with the Department of State, as well as public, private and non-government stakeholders, when requested.
- Lead the development and execution of an integrated technical strategy that advances the project's objectives and ensures coordination across technical disciplines, countries, and consortium partners. Ensure technical activities achieve high-quality, timely results and are aligned with donor priorities, country needs, and global best practices. Work closely with programmatic and operational leaders to promote effective implementation and ensure CRS program quality standards, MEAL policies, and procedures are consistently applied.
- Effectively manage, supervise, mentor a multidisciplinary team of technical advisors. Foster collaboration across technical areas, manage team dynamics, and staff well-being. Strategically tailor individual development plans and complete performance assessments for direct reports.
- Contribute to the development of staffing plans and the recruitment process of senior technical staff.
- Manage and mitigate technical risks that may affect achievement of project objectives and milestones. Monitor evolving national health priorities, policy developments, and contextual factors that may affect implementation, and support risk mitigation strategies to maintain program quality and continuity. Ensure all staff understand and adhere to CRS staff safety, security, and safeguarding policies and plans.
- Promote, uphold and model responsible stewardship of agency and donor resources. Help ensure technical activities are implemented efficiently and in compliance with donor requirements, while collaborating with CIHS leadership team to support sound budget management, reporting, and accountability.
- Maintain relationships with key staff of consortium partner organizations in areas related to their respective scopes of work. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
- Foster a culture of learning and continuous improvement across the project. Create and maintain an environment that encourages collaborative problem-solving, the sharing of lessons learned, and adaptive management.
- Identify technical capacity gaps among CRS, partner, and government stakeholders and propose targeted training, mentoring, and technical assistance to strengthen institutional and/or technical capacity and advance country ownership.
Knowledge, Skills and Abilities
- Staff management experience and abilities that are conducive to a learning environment.
- Strong knowledge and experience in budget management.
- Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
- Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
- Strong relations management abilities. Ability to relate to people at all levels internally and externally, especially with donors and government counterparts. Strategic in how you approach each relationship.
- Team leadership abilities with diverse and multi-disciplinary teams.
- Proactive, resourceful, solutions-oriented and results-oriented.
Required Languages: English required, additional proficiency in French preferred
Travel: Must be willing and able to travel up to 30%.

Basic Qualifications
- Bachelor’s degree in international development, International Relations or a relevant technical area.
- Minimum 5 years’ relevant management and technical experience.
- Minimum 2 years’ experience managing donor funds, including multi-country grants.
- Recognized technical experience and qualifications in sector as demonstrated by peer reviewed publications, conference presentations etc.
- Experience coaching and mentoring project staff.
- Demonstrated experience of successful management, including management of functions of complex, high-value, multi-activity projects and logistics.
Preferred Qualifications
- Master’s Degree.
- Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy.
