The purpose of this consultancy is to support UNICEF Mozambique to consolidate and operationalise the Learning-to-Earning (L2E) agenda under the new Country Program Document (2027-2030), with a particular focus on strengthening MAZA as the core platform for skills development, guidance, coaching and access to opportunities. The assignment will help translate the L2E concept into practical, measurable and scalable approaches that connect adolescents and young people—especially vulnerable girls and those furthest from opportunity—to relevant learning pathways, recognised skills, youth engagement platforms, partnerships, referrals and realistic opportunities to learn, earn and participate
