Event Management Services for Financing Decent Work in Fragile Economies Event

In Baghdad, Iraq 30 November 20261

Background and rationale:

The International Labour Organization project named “The Promotion of the Development of SMEs” (IRQ/23/05/DEU), funded by KfW on behalf of the German Federal Government, has established Iraq’s first dedicated SME credit-guarantee architecture — the Empowerment Guarantee Fund (EGF), operated by the Iraqi Company for Bank Guarantees (ICBG) under the regulatory oversight of the Central Bank of Iraq. Working through participating financial institutions, the initiative was designed to shift the banking sector’s risk calculus toward small and medium enterprises and to expand access to formal finance under fragile-market conditions. The initiative also works in complementarity with other German (BMZ)-supported efforts in Iraq: the International Organization for Migration (IOM) refers eligible enterprises — including among returnee and displacement-affected communities — to the guarantee facility, connecting vulnerable entrepreneurs to the formal finance the fund unlocks.

Following an initial pilot phase, the project is now moving to full operational launch across all governorates of Iraq. This transition — from pilot to national scale — is a significant institutional milestone. It is also an opportunity to position the initiative where it belongs: not as a stand-alone SME-finance project, but as a practical, working demonstration of the Global Coalition for Social Justice, contributing directly to its thematic area on expanding decent work and sustainable enterprises.
