Trócaire works through national and local partners in Lebanon and Syria delivering an integrated humanitarian & development programme that includes the provision of basic assistance, food security, livelihood, and protection assistance and strengthening social cohesion within conflict affected and displaced communities. As a partnership agency, Trócaire works with a portfolio of national and local partner organisations to strengthen their capacities to deliver humanitarian assistance and implement development-oriented programmes in a way that ensures compliance with international standards.

Trócaire works with local partners and civil society actors to support communities in over 20 countries with a focus on localisation, resource rights, women's empowerment, and humanitarian response. With our partners we work with some of the world's poorest and most marginalised people, supporting women, men, and communities for long-term change. Trócaire is a partner-oriented organisation, committed to the principles of localisation of development and humanitarian aid, including building the capacities of its local partners wherever it works to ensure their ability to operate effectively and respond to humanitarian emergencies or crises with measurable impact.

Trócaire is currently implementing a project funded by RDPP, in collaboration with three partner organisations who work as both protection and advocacy actors in Lebanon, including under the project's Masidama component (“thinking differently”), which works with beneficiaries to challenge and shift social norms, particularly around gender roles, through life skills training and community-level initiatives that beneficiaries themselves organise to amplify this message. It aims to strengthen the partners' practical understanding and consistent application of HRBA principles across their programmes, including their protection and advocacy work. The intervention provides an opportunity for shared learning among the three partners.

This training is the first of three complementary capacity-strengthening trainings delivered to the three partners under this project this year, followed by Sphere Standards and then Conflict Sensitivity. This training introduces the rights-based framework, including duty-bearer and rights-holder analysis, that the Conflict Sensitivity training will build on for actor and power analysis; the trainer should establish this vocabulary clearly, as it will not be re-taught in the other sessions.

Objective

The primary objective of this consultancy is to provide capacity strengthening in Human Rights-Based Approach (HRBA) to programme staff of our three partner organisations through targeted training on HRBA principles. The objective is to equip participants with the essential knowledge and practical toolkits for applying HRBA throughout all stages of the project cycle, including in their protection and advocacy work. Participants are expected to have varying levels of prior exposure to HRBA and human rights standards; the trainer should confirm baseline understanding during the inception meeting to inform the final training design.

Scope of Work

The consultant/institute should ensure that training content and facilitation methods are gender-sensitive and inclusive, addressing the different experiences, needs, and perspectives of diverse groups (e.g., women, men, youth, persons with disabilities, and other marginalised groups).

Material Development

  • Develop and submit a training session plan in line with this ToR and feedback gathered during the inception meeting.

Training Session(s)

  • Develop and deliver a 2-day joint training session for relevant partner staff and focal points. The trainer is expected to propose and include appropriate evaluation tools to measure transferred knowledge pre- and post-training. Training material will be reviewed and signed off by Trócaire prior to the workshop.
  • The training should include the following:
    • Day 1: Introduction to Human Rights and HRBA
    • Outline of human rights key concepts and standards
    • What is a Human Rights-Based Approach in programming and why is it important
    • Overview of a Human Rights-Based Approach in programming – illustrated using a range of examples relevant to partners’ RDPP project activities
    • Conducting a problem analysis from an HRBA perspective
    • Identifying duty bearers and rights holders (roles, responsibilities, and power relations), illustrated with examples relevant to the partners' own operating environment, e.g. national and local duty bearers such as the Internal Security Forces (ISF), Ministry of Social Affairs (MoSA), and Ministry of Interior and Municipalities (MoIM), and relevant international actors such as UN bodies, where applicable
    • Day 2: Applying HRBA in Practice
    • Integrating HRBA into programme design and planning
    • Applying HRBA principles in programme implementation, for example, meaningful community participation and engagement, non-discrimination and equality, empowerment of rights holders, and accountability via processes such as Feedback and Complaint Handling Mechanisms (FCHM)
    • HRBA in MEAL, covering both programme processes and outcomes
    • Partner application and action planning: each partner identifies one current or planned piece of work (e.g. an advocacy engagement, a service design element, or a project tool) and develops a short, specific action note applying an HRBA lens to it, to feed into the partner-specific section of the final report

Reporting and Documentation

  • Prepare and submit a final report detailing the activities conducted, key findings, recommendations, and outcomes of the consultancy.

Deliverables

  • Training curriculum in line with partner priority needs, inclusive of proposed modalities, exercises, agenda, and evaluation tools (including pre- and post-test and satisfaction evaluation).
  • Short participant handouts/reference materials summarising key HRBA concepts and tools, for participants to refer to after the training.
  • Final consultancy reports (overall and tailored per partner), including activities, findings, recommendations, outcomes, and each partner's HRBA action note.

Timeline

The consultancy will span the following phases:

  • Inception Meeting
  • Material Development
  • Joint Training Session: 2 days
  • Training Report

Time should be factored in for Trócaire to review and comment on the report and other outputs, and for the consultant to make revisions based on Trócaire's feedback (approximately 2 days). The submitted final products will require final review and approval by the Partnership Program Manager for the consultancy to be brought to conclusion.

Qualifications and Experience

  • University degree in human rights, law, social sciences, development studies, international relations, or a related field.
  • Proven experience applying the Human Rights-Based Approach in development programming.
  • Proven experience designing and delivering participatory HRBA trainings for NGOs, civil society organisations, or development actors.
  • Experience integrating HRBA within protection or GBV programming is an asset.
  • Excellent communication and facilitation skills.
  • Arabic language is a must; training materials should be available in Arabic.
  • Ability to work collaboratively with diverse partners.
  • Strong analytical and report-writing skills.

Proposal Submission

Proposals should include the following:

  • The CV of the consultant(s), outlining relevant experience, accomplishments, and contact information of 2 references.
  • A written technical and financial proposal, outlining the proposed content, schedule/work plan, and the consultant's proposed fees/daily rate, with justification.
  • Conflict of interest statement: Applicants should state clearly whether they have an actual or potential conflict of interest with the staff, volunteers, and/or board of Trócaire.
  • Detailed proposed work plan.

Each technical proposal will be evaluated based on technical quality; background and experience of the consultant; and value for money.
