ICLA Officer Yemen Hodeidah (Open for National) (Updated)new

The purpose of the ICLA Officer– Yemen Amran Area/ Hodiedah Gov position is to ensure the qualitative implementation of NRC’s ICLA programme in targeted locations, while maintaining safe, inclusive, and accountable protection practices. At the field-operational level, the Officer supports the day-to-day implementation of programme activities and coordination with relevant stakeholders.

 A critical aspect of the role monitoring, and mentoring implementation of ICLA and ensuring that they deliver services effectively, uphold humanitarian standards, and apply NRC’s accountability and protection principles. The Officer contributes to programme quality, compliance with donor requirements, evidence-based programming, and effective coordination to ensure quality service delivery.

1. Ensure adherence with NRC policies, tools, handbooks and guidelines

2. Implement delegated CC project portfolio according to plan of action

3. Prepare and develop status reports as required by management

4.     Ensure proper filing of documents

1. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist

2. Promote and share ideas for technical improvement

1. Ensure that ICLA Project activities are implemented in accordance with approved proposals, donor requirements, NRC policies, international standards and local customs.

2. Act as a focal person for needs assessment and beneficiary selection.

3. Has oversight responsibility in ensuring smooth project cycle from implementation, project monitoring, verification of completion and evaluation.

4. Support project activities, giving advice and information to beneficiaries on the processes involved, awareness sessions and managing local authorities' capacity building programmes.

5. Apply participative and inclusive process in project implementation and in promoting local capacities to help them wherever possible.

6. Understand the situation, including the legal situation (according to national and international laws and principles), for displacement affected persons and migrants in Yemen.

7. Assist in developing and implementing case management system and database of cases.

8. Support preparing and updating of mapping of all service providers in the area of responsibility.

9.  Conduct information sessions and  counselling on ICLA thematic areas for beneficiaries including awareness sessions on HLP, civil documentation, and legal identity issues while delivering capacity-building activities for communities, authorities, and partners. 

10. Assist in conducting needs assessments for the selected target groups; including focus groups; questionnaires, surveys; and stakeholder interviews.

11. Prepare documents containing legal and related information for target communities.

12. Establish excellent relations with all stakeholders including Local authorities, Civil Registration, humanitarian partners and beneficiaries, with understanding the needs of beneficiaries through regular visits and frequent contact.

13. Document findings of ICLA needs assessments; including preparation of reports and other relevant documents.

14. Regularly meet with other relevant actors and stakeholders and coordinate work, including attending meetings in the field.

15. Identify awareness-raising and outreach opportunities for ICLA work and assist in conducting sessions.

16. Identify training needs for beneficiaries and stakeholders and, as relevant, prepare and conduct training.

17. Assist in conducting research as required.

18. Assist in strategic review; monitoring and evaluation activities and identification of other relevant ICLA activities.

19. Support the implementation of community based protection activities, including the roll-out of Community Safety Planning (CSP) initiatives. 

20. Support ICLA assistants in the implementation of ICLA activities in filed. 

21. Contribute to the development of NRC's Country strategy, action plan and activities plan and priorities in the ICLA sector.

22. Perform other relevant tasks as assigned by the Project Coordinator.

• University degree in law, social studies, development studies / other relevant field/ the equivalent

• Minimum of 3 years of work experience with an NGO, legal or international organization in the area of protection or human rights.

• Experience from working as legal & Protection employee in a humanitarian/recovery context in Yemen.

• Training skills.

• Previous experience from working in complex and volatile contexts

•  Documented results related to the position's responsibilities 

• At least 2 years of working experience in legal field. 

• Experience with Microsoft Office suites

• Good knowledge of English and (local Language) is required
