Duties and Responsibilities

The two (2) consultants will work under the direct supervision of the OGCCR Regional Law Enforcement Expert, and under the overall guidance of the Representative for the GCC Region. The two (2) consultants will also work in close coordination with relevant colleagues in OGCCR, including in the UNODC Regional Centre for Combating Cybercrime in Doha (UNR3C), and other experts engaged in delivering technical support to GCC counterparts, as applicable. Consultant 1 – Legislation: The consultant will be expected to perform the following task: • Develop the pillar focusing on “Legislation” under the draft GCC Strategy to Combat Cybercrime and the Criminal Exploitation of Artificial Intelligence, to be informed by the inputs and recommendations raised during the GCC-level technical workshop held from 24 to 26 August 2026 in Doha. Consultant 2 – International Cooperation: The consultant will be expected to perform the following task: • Develop the pillar focusing on “International Cooperation” under the draft GCC Strategy to Combat Cybercrime and the Criminal Exploitation of Artificial Intelligence, to be informed by the inputs and recommendations raised during the GCC-level technical workshop held from 24 to 26 August 2026 in Doha.

Qualifications/special skills

• An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology or other related social sciences is required. A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least ten (10) years of professional experience in the fields of law, criminal justice, crime prevention, and/or related fields, is required. • Practical experience in the field of investigating, prosecuting or adjudicating fraud and/or financial crime cases, is required. • Knowledge of the relevant international conventions, standards and norms, is desirable. • Experience in delivering training and/or technical assistance in the GCC and or the MENA region is desirable. • Previous work experience with the United Nations is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage.
