Provide support for the operation’s procurement and purchasing
- Organize local and international procurement in accordance with IFRC/CRF procurement procedures (purchase orders, supplier sourcing, procurement, receipt, storage, and distribution of goods).
- Establish and manage warehouses and inventory, including the construction of temporary warehouses, as well as tracking data on inventory levels and stock movements.
- Coordinate customs clearance and receipt at the airport or port, as well as the subsequent customs clearance and transport of ERU goods and shipments.
- Ensure that the supply chain adequately meets the needs of the medical and programmatic components of the operation.
Manage transportation, the vehicle fleet, facilities, and infrastructure
- Identify transportation options and organize the movement of goods and personnel in accordance with the action plan.
- Implement a management system for the vehicle fleet and generators, including maintenance, fuel supply, and cost tracking.
- Oversee the construction, repair, and maintenance of temporary structures, office spaces, and housing, ensuring that staff have adequate living and working conditions.
- Ensure the installation and maintenance of communication, electrical, water supply, and sanitation systems for the CRF’s facilities.
Serve as a technical resource and contribute to the security of the operation
- Act as a technical resource for all logistical and technical matters and provide guidance to logistics personnel.
- Ensure that all personnel are properly trained in the use of communication tools (satellite phones, HF/VHF) and that communication systems are operational.
- Contribute to the technical aspects of the risk mitigation and security policy (transportation, communication, facility protection, identification, evacuation, and emergency plans) and monitor the daily implementation of security rules, reporting any issues to the coordinator.
Manage administrative tasks and report on logistics activities
- Carry out all administrative tasks related to logistics (orders, invoices, donations, insurance, vehicle and service contracts).
- Apply the IFRC’s financial and management control procedures and ensure that operating and administrative costs are clearly defined and reported.
- Produce accurate and timely narrative and financial reports on logistics, in accordance with CRF/IFRC guidelines, and contribute to monthly operational reports.
Provide effective and dynamic management and leadership of the team
- Organize tasks within the team: hold regular meetings, set clear objectives and deadlines, and provide follow-up and support to national and international staff.
- Share information that may impact the team’s activities and maintain a safe and respectful work environment.
- Maintain and prepare job descriptions for the team and define the department’s organizational structure.
- Ensure that each staff member has an Individual Action Plan (IAP), undergoes regular evaluations, and receives training as needed.
- Ensure that every team member complies with the IFRC Code of Conduct, the PSEA policy, and internal regulations.
