Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, with 191 member National Red Cross and Red Crescent Societies. This role sits within the IFRC Country Cluster Delegation (CCD) based in Jakarta, Indonesia, covering the five countries of Brunei Darussalam, Indonesia, Malaysia, Singapore and Timor-Leste. The CCD also represents IFRC to the Association of Southeast Asian Nations (ASEAN) and oversees the administration of the joint IFRC/ASEAN MoU. While this role reports under the CCD Jakarta, the role itself is located in Kuala Lumpur, Malaysia, within the Malaysian Red Crescent Society headquarters. 

Job Purpose

The Malaysia Country Coordinator plans and coordinates overall membership and program services support to the Malaysian Red Crescent Society, based on their strategies and operational plans. The role also coordinates support with Movement partners and the IFRC network, facilitates peer exchanges as well as assisting Malaysian RC to strengthen its auxiliary role with the Government of Malaysia and expand partnerships. The role provides humanitarian diplomacy strategy and guidance to progress IFRC’s objectives with the diplomatic stakeholders in Malaysia and actively contributes to the Cluster Delegation’s overall ASEAN engagement. The Malaysia Country Coordinator is a member of the senior management team and feeds into the overall strategy and operation of the Delegation.

Job Duties and Responsibilities

Membership Services, Quality and Accountability

  • Facilitate the IFRC’s unified planning process in Malaysia, ensuring alignment with the National Society’s strategy and engagement and inclusion from IFRC members, in coordination with the relevant Delegation technical unit
  • Guide overall National Society Development plans and approaches and facilitate the relevant technical support across the national society development functions, including financial sustainability, leadership development, finance development, strategy, legal base and branch development
  • Understand the needs and concerns of the MRCS, establish, and maintain a close working relation with MRCS leadership
  • Provide support to the MRCS Chairperson, including related to IFRC governance functions, as requested by the HoD
  • Actively broker peer exchange, engagement and coordination of international humanitarian assistance for MRCS with other societies in the IFRC network, particularly within the CCD
  • Support Malaysian RC with their compliance with IFRC membership requirements and engagement in IFRC statutory meetings as well as the Southeast Asia leaders meeting

Programme coordination

  • Guide humanitarian and developmental multilateral program support to MRCS in accordance with their strategy and operational plans and engage technical assistance as required from within the CCD
  • Coordinate support to MRCS in response to requests for international humanitarian assistance, engaging relevant technical assistance from within the Delegation
  • Facilitate cooperation and coordination in all programmes and operations between MRCS and Movement partners
  • Oversee the implementation and monitoring of IFRC multilateral programme support to Malaysian RC
  • Ensure accurate and timely reporting to partners and stakeholders

Humanitarian Diplomacy and Partnerships

  • Provide assistance to MRCS to enhance its auxiliary role in the humanitarian field with the Government of Malaysia
  • Support MRCS to develop effective humanitarian diplomacy, communications and external relations
  • Be a focal point for the RD in establishing relationships with key Malaysian stakeholders - in government, academia, civil society and amongst the diplomatic community
  • Oversee IFRC’s humanitarian diplomacy and advocacy efforts with the Malaysian Government, broader diplomatic community and key stakeholders and support the Regional Director and/or HoD
  • Arrange meetings and draft briefing notes to support IFRC’s advocacy and diplomacy in Malaysia and draft summary reports from key meetings with external stakeholders
  • Contribute to the development of IFRC’s ASEAN engagement strategy and implementation of the IFRC/ASEAN MoU
  • Provide analysis on opportunities for advocacy on humanitarian issues in Southeast Asia under IFRC’s ASEAN engagement strategy as well as areas to expand IFRC’s partnership with ASEAN and provide particular support to ASEAN-related diplomacy and events in Malaysia
  • Facilitate and/or organise briefings or events for the diplomatic community as requested;
  • Contribute to and lead as requested, delegation-wide priorities, including in support to domestic fundraising (i.e Zakat) and external partnerships (ie. Private sector operating across CCD countries)
  • Represent IFRC with external stakeholders and forums
  • Build effective networks that enhance partnerships with a wide range of stakeholders in government, civil society, academia and the private sector 

General

  • Performance manage and mentor staff within the team
  • Ensure efficient and effective budget management and ERP system proficiency in accordance with IFRC’s policies and procedures
  • Contribute to the CCD support plans with Brunei Darussalam RC, particularly brokering cross-border engagement opportunities with Malaysian RC
  • Engage as a member of the CCD Senior Management Team including developing strategies for the delegation, managing risk and ensuring compliance with policies and procedures
  • Engage across the Asia Pacific Region as part of one team, including providing support to other delegations, or Geneva as requested 

Education

Required

  • University degree in relevant field

Preferred

  • Post-graduate (i.e., Master’s degree or equivalent) in social sciences/development studies, strategic/programme management, management studies or other relevant discipline
  • IMPACT course or equivalent knowledge

Experience

Required

  • 10+ years of work experience in managing operations for a humanitarian aid organisation and or development cooperation organisation
  • 5+ years of experience at a senior management level
  • 5+ years of work experience including management in a Red Cross/Red Crescent National Society, IFRC or ICRC
  • 5+ years of experience of proven high-level communication skills backed by proven track record in programmes management
  • Proven results-based experience on relationship management and resource mobilisation
  • Proven experience in people management
  • Proven record of security regulations implementation
  • Proven experience in governance and leadership support
  • Proven experience of acting in a representational role and maintaining donor and partner relations

Preferred

  • Proven experience of working in the region

  • Fluent spoken and written English

  • Good command of another IFRC official language (French, Spanish or Arabic)
