MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO).
Within the delegated authority and under the direct supervision of the Chief FTS, Chief SMU, Military Support Supervisor, or designated authority, the UN Volunteer will undertake the following Within the delegated authority and under the direct supervision of the Chief Force Telecommunications Section (FTS), Chief Signal Management Unit (SMU), Military Support Supervisor, or designated authority, the UN Volunteer will undertake the following duties:
Military ICT Support Coordination
• Coordinate Information and Communication Technology (ICT) support services provided to military components and Force Headquarters.
• Monitor and oversee tasking and support activities performed by military ICT contingents.
• Ensure service delivery standards are maintained and aligned with mission operational priorities.
• Coordinate technical support requirements between military stakeholders and FTS service delivery teams.
• Monitor the performance of ICT services supporting military operations and recommend improvements.
Kenyan Signal Contingent Coordination
• Coordinate ICT support activities provided by the Kenyan Signal contingent.
• Monitor performance, service delivery, and compliance with technical requirements.
• Support work planning, task assignment, service monitoring, and operational reporting.
• Serve as liaison between FTS, Force Headquarters, and contingent personnel.
• Assist in evaluating service effectiveness and identifying areas for operational improvement.
Force Protection Technology Management
• Support the deployment, operation, maintenance, and lifecycle management of mission force protection technologies.
• Monitor the operational readiness of Counter-Rocket, Artillery, and Mortar (C-RAM) systems.
• Support implementation and operation of Counter-Unmanned Aircraft Systems (C-UAS).
• Coordinate maintenance and support activities for long-range surveillance and monitoring systems.
• Ensure force protection technologies remain operationally available and mission-ready.
Intelligence and Situational Awareness Systems Support
• Support operation and maintenance of intelligence and surveillance technology platforms.
• Coordinate technical support for satellite imagery systems and associated analytical tools.
• Support the integration of surveillance, monitoring, and intelligence technologies.
• Assist in improving situational awareness capabilities through technology enhancements.
• Provide technical coordination for intelligence-supporting ICT infrastructure.
Project Management and Technology Implementation
• Coordinate with the Force on project planning through implementation.
• Monitor project schedules, deliverables, risks, and resource requirements.
• Support procurement planning and technical evaluation activities.
• Coordinate equipment acceptance testing and deployment activities.
• Assist in the preparation of technical specifications, statements of work, and implementation plans.
Asset and Resource Management
• Support accountability and management of high-value technology assets under the Military Support function.
• Maintain records related to specialized military ICT systems and equipment.
• Monitor asset utilization and lifecycle management activities.
• Support inventory verification and asset reconciliation exercises.
• Ensure compliance with UN asset management and accountability requirements.
TCC Coordination
• Following Kensig Manual, on behalf of Chief Force Telecommunications Section (CFTS), task and coordinate activities performed by Kensig supporting military technology projects and services.
• Monitor service quality, compliance, and performance against established requirements.
• Support Kensig-related ICT meetings, technical reviews, and issue resolution activities.
• Ensure timely escalation of Kensig performance or service delivery issues.
Information Management
• Support implementation of applicable United Nations information and records management policies, standards, and procedures.
• Provide guidance to mission components on the appropriate handling, filing, retention, transfer, and disposition of official records.
• Monitor compliance with information governance and records management requirements.
• Conduct or support reviews of filing practices, recordkeeping arrangements, and repository controls.
• Identify non-compliance, control weaknesses, and information management risks.
• Recommend practical remedial actions and monitor their implementation.
• Support internal reviews, oversight exercises, audits, and management assessments related to information and records management.
• Prepare supporting documentation and coordinate responses to observations or recommendations within the incumbent’s area of responsibility.
• Promote appropriate protection of sensitive, confidential, and restricted information.
Operational Incident Management
• Support response efforts related to system outages, service disruptions, and critical operational incidents.
• Coordinate technical troubleshooting and recovery activities.
• Serve as an escalation point for military technology-related operational issues.
• Monitor corrective actions and lessons learned initiatives.
• Prepare incident reports and technical summaries when required.
Planning, Reporting and Governance
• Assist in strategic planning for military technology capabilities and infrastructure development.
• Plan ICT deployment for arriving Troop Contributing Countries (TCCs ) and incorporate the plan into the Logistical Support Plan.
• Plan ICT decommissioning in case of TCC repatriation or camp closure.
• Monitor performance indicators and service delivery metrics.
• Support preparation of operational reports, technical assessments, and management briefings.
• Identify operational risks and recommend mitigation measures.
• Contribute to governance, compliance, and continuous service improvement initiatives.
Capacity Building and Knowledge Transfer
• Support training and mentoring of military, national staff, and contractor personnel.
• Promote knowledge transfer and development of local technical capacity.
• Develop technical procedures, operational documentation, and guidance materials.
• Share best practices related to military ICT support and force protection technologies.
• Contribute to business continuity and succession planning activities.
