Cambodia has made significant strides in improving health outcomes and expanding access to healthcare. However, challenges such as high out-of-pocket expenditures, limited population coverage, and disparities in service access persist. In response, the Royal Government of Cambodia adopted the UHC Roadmap 2024–2035, committing to achieving Universal Health Coverage (UHC) by 2035. The purpose of this consultancy is to develop a standard social health protection benefit package and an accompanying costing model that enables scenario-based planning for UHC implementation in Cambodia. The consultancy will support the government with the following two main objectives: • Develop a standard social health protection benefit package that harmonizes and builds upon existing schemes, such as the National Social Security Fund (NSSF) and the Health Equity Fund (HEF), including the design of provider payment mechanisms and distinction between basic and extended benefit packages • Develop a costing model for the standard social health protection benefit package, including models for payment rates with and without medicines, to inform resource allocation and financing planning for UHC implementation.
