The Procurement Long-term Consultant, will provide procurement planning, tendering, contract management, supplier coordination, and compliance support for the KfW Digital Application in Epidemic Prevention and Control PIC Vietnam, a digital public health project focused on strengthening integrated health data systems, AI-enabled surveillance and early warning, real-time epidemic response, and digital public health capacity building.

This consultant will need to be based full time in Vietnam, with local travels required and covered, as required for procurement activities and discussions with key stakeholders.  This position will work closely with the International Procurement Officer.

Please note this position is contingent upon award to PATH.

Key Responsibilities:

Procurement packages for the KfW Digital Application in Epidemic Prevention and Control PIC Vietnam

  • Lead procurement planning and execution for goods, services, consulting assignments, digital health systems, electronic equipment, software, data platforms, AI/analytics tools, training, and related technical assistance.
  • Prepare and quality-check TORs, technical specifications, bidding documents, evaluation criteria, procurement reports, contracts, and procurement records in line with KfW, PATH, and Vietnamese requirements.

Procurement planning, reporting, and supplier coordination in Vietnam

  • Coordinate procurement timelines, approvals, evaluations, supplier engagement, and contract implementation with PATH, KfW, Government of Vietnam counterparts, technical teams, finance, operations, and suppliers.
  • Identify and manage qualified suppliers and service providers for healthcare, digital health, electronic equipment, software, data systems, AI/analytics, training, and public health surveillance needs.
  • Monitor supplier performance, delivery schedules, contract milestones, warranties, after-sales support, and payment documentation to ensure value for money and timely implementation.

Project coordination and compliance support

  • Maintain complete, audit-ready procurement and contract files for donor, PATH, Government of Vietnam, and MDB/IFI reporting.
  • Identify and mitigate procurement, supplier, compliance, technical, delivery, data security, maintenance, and sustainability risks.
  • Support clear and transparent Vietnamese-to-English communication and coordination across government, donor, technical, operations, finance, procurement, and supplier stakeholders.

Key Deliverables:

  • Project procurement plan and procurement tracking system for the KfW Digital Application in Epidemic Prevention and Control PIC Vietnam.
  • TORs, bidding documents, evaluation materials, and contract files for anticipated procurement packages
  • Annual procurement planning reports and regular procurement updates for project leadership and donor reporting.
  • Quarterly procurement summary reports covering procurement status, supplier performance, risks, and mitigation actions.
  • Final procurement completion report, including documentation of completed packages, lessons learned, and recommendations for future digital health procurement activities

Required Skills and Experience:

  • Advanced degree in procurement, supply chain management, business administration, law, public contracting, information systems, public health, or a related field.
  • At least 5 years of procurement, contract administration, purchasing, logistics, or operations experience, including substantial experience with MDB/IFI-funded projects in Vietnam. Experience in KfW-funded projects preferred.
  • Proven experience preparing procurement plans, TORs, bidding documents, evaluation reports, contracts, and audit-ready procurement records.
  • Experience procuring electronic equipment, healthcare goods or services, digital systems, software, data platforms, or related technical assistance in Vietnam strongly preferred.
  • Strong knowledge of Vietnamese procurement regulations, government coordination processes, and MDB/IFI procurement and compliance requirements.
  • Fluency in Vietnamese and English required.
  • Proficiency in MS Office applications, especially Word, Excel, PowerPoint, and Outlook.

Location: Vietnam-based, with travel within Vietnam as required and covered by the project.
