National Disaster Recovery Coordinator – Timor-Leste

A. About the Asian Disaster Preparedness Center

The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences, envisioning safer communities and sustainable development through disaster risk reduction. Being an autonomous international organization governed by the Board of Trustees, it supports sustainable solutions for disaster risk reduction across a broad range of specialist areas, with a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively.

ADPC’s Strategy 2030 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific with various programs being implemented under 15 strategic themes by three departments, namely the Preparedness and Climate Action, Risk Analytics and Climate Services, and Risk Governance and Financing. In addition to these, ADPC also works on three cross-cutting themes: Gender and Diversity, Innovation, and Regional and Transboundary Cooperation through permanent working committees. These activities are supported by proactive individual departments of Finance, Human Resources, and Administration. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. B. Department Introduction

The Preparedness and Climate Action (PCA) Department of ADPC focuses on enhancing the preparedness and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

C. Statement of Intent

The program “Enhancing Asia and the Pacific’s Readiness for Resilient Disaster Recovery” will partner with Bangladesh, the Kyrgyz Republic, Mongolia, and Timor-Leste to assess recovery readiness, develop roadmaps and financial plans, strengthen disaster-responsive public financial management, and foster learning through after-action reviews and regional cooperation. By engaging governments, women’s groups, marginalized communities, and the private sector, it aims to make recovery planning inclusive and participatory. This initiative responds to the increasing risks from natural hazards in Asia and the Pacific, addressing delays in recovery caused by governance and financial capacity gaps.

The primary purpose of this assignment is to lead the delivery of the program in the country, focusing on strengthening national and local systems for disaster recovery in Timor-Leste. The Disaster Recovery Coordinator will work closely with various technical experts in the team and local stakeholders to facilitate the implementation of the project.

The Coordinator will execute field activities, consultations, and after-action reviews (AARs) at the local level; support data collection and reporting; and serve as liaison between the project team and national counterparts. The assignment is output-oriented, focusing on delivering documented inputs to national recovery assessments and roadmaps, as well as effective stakeholder engagement.

Note: It is not the intent of this TOR to cover every aspect of the position requirements, but rather to highlight the most important areas of personal and joint responsibility.

D. Responsibilities and Tasks

Based in Dili, Timor-Leste, full-time, the consultant will work closely with the PCA Program Team and be responsible for the following areas.

Key Responsibilities

Coordination and Liaison:

• Serve as liaison with government counterparts, local agencies, and stakeholders to ensure smooth delivery of project activities.
• Facilitate communication and coordination among the Civil Protection Authority, the NDRMD, and other partners.

Program Implementation:

• Lead the implementation of in-country project activities through data collection, analysis, and reporting relative to :
• Stock-take and capacity needs assessment reports on disaster recovery readiness
• National disaster recovery readiness roadmaps
• Financial preparedness plans in the DMC, customized based on assessments
• Capacity development workshop materials on emergency public financial management
• National-level after-action review reports
• Case studies on models for leading, coordinating, and implementing disaster recovery
• Provide logistical and technical support during workshops, consultations, field assessments, and AARs.
• Support the development of a toolkit for nationally led after-action reviews and customized financial preparedness plans.

Training, Workshops, and After-Action Reviews (AARs):

• Organize national workshops, stakeholder consultations, trainings, and other field activities related to the project outputs and undertake assessments and AARs in collaboration with government and development partners.
• Organize AARs and document key discussions, lessons learned, and recommendations for the development of National-level after-action review reports.

Documentation and Reporting:

• Prepare meeting notes, workshop reports, consultation summaries, and technical inputs for capacity needs assessment reports, national recovery assessment reports, and recovery roadmaps.
• Develop case studies on models for leading, coordinating, and implementing disaster recovery in country.
• Provide periodic progress updates to the project team.

This job description covers the general responsibilities and representative tasks of this position. Other tasks may be assigned as necessary according to program priorities and needs.

E. Working Principles

Overall Supervision and Reporting:

In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Team Leader of the ADBRR project of ADPC. The Consultant will also closely work with other Project/Program Managers and Coordinators for the delivery of the project.

Administrative Coordination and Liaison:

The Consultant will coordinate closely with the PCA Department's administrative and support teams to ensure smooth operational functioning. This includes scheduling meetings, coordinating with internal and external stakeholders, and managing communications related to program documentation and knowledge management activities.

F. Qualifications

Education:

• BSc degree in disaster management, public administration, social sciences, or other related fields.

Work Experience:

• At least 5 years of proven experience in disaster recovery or public sector coordination.
• Proven experience in working with government systems and liaising with multiple stakeholders at national and sub-national levels
• Demonstrated experience in organizing workshops, consultations, and field assessments
• Experience developing technical documents, case studies, reports, and knowledge products.
• Experience with international organizations, UN agencies, or development partners is an advantage.

Skills and Competencies:

• Excellent written and verbal communication skills in English, with strong editing and proofreading abilities.
• Excellent documentation skills
• Strong organizational skills, attention to detail, and ability to manage multiple tasks and deadlines simultaneously.
• Ability to work independently, with initiative, and collaboratively within a team environment.
• Knowledge of the working ethics of national government agencies, international NGOs, national NGOs, private organizations, and international organizations would prove to be an added advantage.

Preferred Qualifications:

• Excellent interpersonal and communication skills, team-oriented work style, and experience working in a multicultural environment with multidisciplinary teams.
• Strong networking capacity and understanding of the humanitarian and development nexus at local and regional levels.

G. Duty Station: Dili, Timor-Leste

H. Contract Duration: 6 months

I. Itinerary: In case of official missions outside the duty station, the Consultant will be entitled to local/international travel, daily subsistence allowance, accommodation, and other related travel costs as per ADPC financial policy. All travel must be pre-approved and undertaken only upon written request and consent by the Director, PCA Department, ADPC.

J. Condition of Payment:

The payment will be made based on the submission of monthly timesheets detailing activities carried out in relation to the above responsibilities. In addition, the consultant is eligible to be reimbursed for any costs incurred for implementation of the program activities, subject to prior approval.
