UNICEF China has been working closely with the Ministry of Civil Affairs (MCA) to strengthen the child protection service system in China. Since 2010, MCA has advocated for the inclusion of the role of Child Director (a para-social worker, also known as a barefoot Social Worker) in a number of national policies, which state that each village and community should appoint at least one Child Director to provide services to vulnerable children. To date, MCA has supported the appointment of 582,000 Child Directors across urban and rural communities. The overall objective of this consultancy is to provide technical guidance and support to national and subnational implementing partners and technical institutes engaged in strengthening the social service workforce, with a specific focus on the professionalization of Child Directors (Barefoot Social Workers).
