Relief International (RI) is seeking an experienced consultant or consulting firm to conduct a comprehensive needs assessment following the recent earthquake in Venezuela. The assessment will inform RI's decision on whether and how to establish a rehabilitation-focused programme and longer-term presence in the country.

About Relief International

Relief International is an international non-profit organization that partners with communities affected by conflict, climate change, and disasters to save lives, strengthen resilience, and support long-term health and wellbeing. RI works across Africa, Asia, and the Middle East, delivering programmes in Health, Nutrition, WASH, Education, and Livelihoods.

The Opportunity

Following an earthquake that has impacted communities and health services in Venezuela, RI is exploring potential humanitarian interventions focused on physical rehabilitation and assistive technology. We are seeking a consultant or firm to lead an evidence-based assessment that will identify priority needs, evaluate existing services and referral pathways, assess market and supply-chain feasibility for assistive technologies, and provide practical recommendations for future programming.

The consultancy will include desk review, service mapping, primary data collection, analysis, stakeholder engagement, and final reporting.

Scope of the Assessment

The assessment will focus on:

  • Rehabilitation needs of earthquake-affected populations.
  • People with pre-existing disabilities whose access to care has been disrupted.
  • Individuals with newly acquired impairments resulting from earthquake-related injuries.
  • Access to physical rehabilitation services, prosthetics and orthotics (P&O), assistive technology, and relevant mental health and psychosocial support (MHPSS) services.
  • Existing service capacity, referral pathways, and partnership opportunities.
  • Market availability and feasibility of assistive technologies, including spectacles, hearing aids, and other priority devices.

Key Responsibilities

The successful consultant or firm will:

  • Design and implement the assessment methodology.
  • Conduct secondary data review and stakeholder mapping.
  • Lead qualitative primary data collection, including key informant interviews and focus group discussions.
  • Assess rehabilitation service availability, accessibility, and continuity of care.
  • Evaluate assistive technology markets, suppliers, and supply chains.
  • Analyze findings and identify priority needs and service gaps.
  • Develop feasible programme options and recommendations for RI.
  • Facilitate a validation workshop with RI stakeholders.
  • Produce high-quality reports and decision-making materials.

Required Qualifications and Experience

Essential

  • Significant experience conducting humanitarian needs assessments, health assessments, disability inclusion assessments, or similar assignments.
  • Strong technical expertise in physical rehabilitation and continuity of care.
  • Knowledge of prosthetics and orthotics (P&O) services and assistive technology provision.
  • Experience assessing health systems, referral pathways, service gaps, and partnership opportunities.
  • Proven qualitative research and analytical skills.
  • Demonstrated ability to develop practical programme recommendations and indicative costings.
  • Excellent report-writing skills.
  • Ability to work independently and manage assessment activities within tight deadlines.

Desirable

  • Experience in Venezuela or comparable contexts in Latin America.
  • Professional proficiency in Spanish and English.
  • Experience working with rehabilitation providers, Ministries of Health, OPDs, or humanitarian coordination mechanisms.
  • Experience assessing assistive technology markets and procurement pathways.
  • Familiarity with HD-NEST, Washington Group Questions, or other disability-inclusive assessment tools.
  • Experience supporting organizations entering new geographic contexts.
