Organizational Setting and Reporting Relationship
The position of Principal Markets Development Advisory Officer is assigned to the Special Initiatives and Funds Division (OMSF) within the Office of Markets Development and Public-Private Partnership (OMDP). You will be based at our Headquarters in Manila, Philippines.
You will report to designated international staff and will oversee junior team members and/or transaction consultants.
Your Role
As a Principal Markets Development Advisory Officer, you will provide technical, operational and advisory support to OMSF's strategic priorities in private sector development (PSD), which include promotion of public-private partnership (PPP) and development of new markets. You will contribute to the planning, coordination, and delivery of OMSF's work program, including internal and external stakeholder coordination; knowledge sharing and trainings; technical assistance (TA) and the Asia Pacific Project Preparation Facility (AP3F) administration and trust fund-initiatives; and support to Regional and Sector Departments in developing innovative PPP and PSD solutions.
You will:
a. Strategic Planning and Work Program Implementation
- Supervise and/or contribute to the planning, implementation and monitoring of OMSF and OMDP's strategic priorities, work programs, and initiatives in support of PSD initiatives, including those related to PPP and markets development.
- Contribute to the development and implementation of the PSD shift in line with R99-22 (Organizational Review: A New Operating Model to Accelerate ADB's Transformation Toward Strategy 2030 and Beyond).
b. PSD/PPP Technical Advisory and Country Strategy Support
- Plan, lead and undertake research, analysis and advisory work on PPP, PSD and related policy and sector specific issues, drawing on international best practices.
- Provide technical review and strategic inputs to operational documents, including concept papers, TA papers, AP3F applications, Reports and Recommendations of the President, and country partnership strategies (CPS).
- Support Regional and Sector Departments in identifying, developing, and implementing PPP and PSD solutions.
- Support and where required, lead the preparation of CPS inputs for the countries which are identified to have PPP as its significant component including preparation of a Private Sector Assessment and PSD Annex.
- Support the preparation of private sector assessment, action plans and frameworks that strengthen country-level pipelines and institutional readiness.
c. Knowledge Management and Capacity Building
- Contribute to and support OMDP's knowledge management activities, including the development, maintenance and enhancement of PPP knowledge platforms, databases, monitoring tools, and knowledge products (e.g., PPP Monitors).
- Provide knowledge/research support to external and internal clients.
- Monitor and analyze ADB's PPP/PSD-related data, targets, and performance indicators to support decision-making and institutional reporting.
- Contribute and participate in knowledge-sharing initiatives, including conferences, workshops and capacity building programs.
- Support delivery of PPP/PSD-related training programs for ADB staff and external clients.
d. Operational Coordination and AP3F/TA Administration
- Facilitate collaboration and coordination among Regional and Sectors Departments, Climate Change and Sustainable Development Department, Private Sector Operations Department, and other stakeholders (governments, development partners, civil society and private sector entities) to enhance the effectiveness of PPP and PSD operations.
- Assist in developing and maintaining partnerships with institutions and agencies involved in various aspects of PPPs.
- Contribute to the development and continuous improvement of operational processes, systems and institutional coordination mechanisms.
- Lead and/or oversee the programming, administration, implementation, monitoring, and reporting of AP3F TA projects and other activities related to trust fund management, ensuring effective resource utilization, results monitoring, and compliance with ADB policies and procedures.
e. Staff Supervision and Other Responsibilities
- Provide guidance, mentoring and quality assurance support to junior local staff, projects teams and consultants.
- Perform other duties and tasks as assigned by the supervisors

You will need:
- Master's degree or equivalent in business administration, economics, finance or other relevant fields; or bachelor's degree in business administration, economics, finance or other relevant fields and at least 5 years specialized experience relevant to the position can be considered
- At least 10 years relevant work experience and at least 6 years of supervisory experience; related experience in international agencies will be preferred.
- Strong analytical and due diligence skills in relation to PPP-related policies and infrastructure projects.
- Demonstrated knowledge and understanding of broad issues of PPP policy, project development and infrastructure finance.
- Demonstrated knowledge and understanding of ADB operational processes and procedures.
- Experience in assisting preparation and structuring of PPP/transaction advisory services (TAS) projects which will be financed by commercial financing including project finance.
- Proven ability to undertake detailed research and analysis on PPP/TAS-related issues, including PPP policy and enabling environment; the government's capacity to develop, prepare, procure and monitor infrastructure projects with PPP; and project's technical, financial and legal aspects.
- Proficiency in operating microcomputers and using ADB software packages, for performing word processing, spreadsheets, graphics and database applications. Strong interpersonal and communication skills.
- Strong written and verbal communication skills in English.
- Able to work collaboratively with teams as a constructive team member.
- Able to work effectively with individuals from different cultural/national backgrounds.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
