Project Background
AIR SETARA (Akses Air dan Sanitasi Aman untuk Semua) is a 3.5-year WASH project implemented in Timor Tengah Selatan, Manggarai, and Belu, NTT. The project aims to improve access to safe water, sanitation, and hygiene while addressing stunting and climate-related risks through infrastructure, behaviour change, stronger governance, and sustainable WASH management. It works with schools, Puskesmas, communities, local governments, children, youth, and other stakeholders to promote inclusive and resilient WASH services.
Position Summary
The Program Communication Specialist will support the implementation of community engagement, mobilization, hygiene promotion, and social and behaviour change activities under the project across three targeted districts in NTT. Reporting to the Community Outreach Specialist, the role will work closely with communities, children and youth, people with disabilities, schools, local government, health facilities, community groups, and other stakeholders to promote meaningful participation, inclusion, ownership, and sustainable WASH practices.
The position will support field-level community outreach, participatory assessments, hygiene promotion, behaviour change initiatives, community feedback and accountability mechanisms, and capacity strengthening for the sustainable management of WASH facilities. The role will also contribute to meaningful youth engagement through the Youth Advisory Panel (YAP) and ensure community perspectives, concerns, feedback, risks, and learning are captured and communicated to the project team.
Location
This role and project will be based in Kabupaten Timor Tengah Selatan (Soe). Candidates must be authorized to work in Indonesia as visa sponsorship cannot be provided for this role.
Reporting And Supervision
The Program Communication Specialist will report to the Head of Brand & Strategic Communication.
Key Accountability
The primary purpose for this role
- Translate technical climate-resilient WASH milestones into compelling, ethical and evidence-based impact narratives that resonate with communities, public, media and policy makers.
- Ensure full compliance with the strict branding, communication and media protocol of Plan Indonesia and clearance procedures stipulated in the Grant Agreement with Donor.
- Design and implement multi-channel social and behavior change (SBCC) campaigns promoting clean hygience practices and STBM across the assisted schools and communities.
- Capture and package program learning, evidence, and intellectual assets to support sub-national
Lead the development and delivery of program communication plan
- Develop communication work plan for project and the indicator of success
- In collaboration with the project team to develop agreed communication messages, targeted audience, the strategic communication product and communication channels for dissemintation
- Support public events led by program/project from the communications aspects
- Contribute to the program report in the aspect of communication
- Develop communication report to be submitted to communication manager to highlight contribution to national communication target
- Organize media/journalist visit to program/project site and maintaining media visit guideline.
- Put target number of publication, news coverage and in-depth in local and national journalist’s / mass media to be reached annually
- Establish the program / project profile and success stories that show the unique and best approach
- Drafting content (e.g. press release, fact sheet, profile, etc) for mass media or Plan website.
Branding & Compliance Management
- Act as the technical focal point ensuring strict adherence to the Plan Indonesia branding guidelines as well as donor branding guidelines across all physical infrastructure, publications, digital channels and event collateral
- Manage end-to-end review and written clearance workflows for all press releases, public appearances, media features, and visibility assets
- Ensure the Safegruarding and GEDSI in all Communciation and Publications Products and activities
- Develop branded templates, style guides and communication toolkits for project team and partners
Support the effort of Increasing Brand Awareness & Familiarity of Plan Indonesia
- Ensure all communication materials comply with Plan Indonesia brand guideline and communication & Media protocol.
- Together with Brand & Strategic communication team, develop publication that help highlight Plan Indonesia works with children and girls’ rights, i.e. annual report for public, newsletter, website articles, photo stocks, etc
- Measure and record the result and effectiveness of visibility effort to public and targeted stakeholders
- Provides training and socialization on Plan Indonesia brand guideline and communication protocol for the program staff and its partner organizations and ensure the application
Provide support to organize/arrange campaign initiatives
- Support National and Sub-National campaign initiative to strengthen Plan Indonesia Positioning
- Mobilize public support for campaign activities
Safeguarding Children and Young People (Safeguarding), Gender Equality and Inclusion (GESI) and Preventing Sexual Harassment, Exploitation and Abuse (PSHEA)
- Ensure that Plan International’s global policies for Safeguarding Children and Young People, Gender Equality and Inclusion, and Preventing Sexual Harassment, Exploitation and Abuse are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
- Participate actively in capacity building and learning events on Safeguarding Children and Young People, Gender Equality and Inclusion, and Preventing Sexual Harassment, Exploitation and Abuse.
- Submit required documentation (reports, checklists, action plans) to implement policy, standards, and approaches on Safeguarding, GESI, and PSHEA.
- Understand and put into practice the responsibilities under Safeguarding, GESI, and PSHEA policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Qualifications And Experience
Essential
- Bachelor's degree in communications, journalism, public relations, international development, or related fields
- Minimum 5 years of proven experience in communications and campaign management for multi-country programs, preferably with INGOs, UN agencies, or social impact organizations
- Strong content creation skills including writing, storytelling, and multimedia content development (video, infographics, photography)
- Experience managing influencer partnerships and social media campaigns targeting communities audiences
- Practical experience developing community-level social and behavior change communication, preference focused on public health, WASH
- Proven track record of designing and implementing awareness campaigns reaching large audiences (hundreds of thousands or millions)
- Excellent writing skills in English with ability to craft compelling narratives for diverse audiences
- Strong interpersonal and coordination skills for working across cultures and time zones
Desirable
- Prior experience working on large-scale donor -funded programs
- Established network of media and journalists in East Nusa Tenggara and National
- Experience designing and delivering basic communication/documentation training for field staff, communities.
