The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview
CHAI began working in Cambodia in 2005, initially partnering with the Ministry of Health to strengthen access to HIV treatment for adults and children and support the elimination of mother-to-child transmission. Since then, CHAI Cambodia has expanded its portfolio significantly and works closely with the Royal Government of Cambodia to address priority health challenges and strengthen health systems.
Today, CHAI supports programs across communicable and non-communicable diseases, immunization, maternal and reproductive health, assistive technology and eye health, medical oxygen, digital health and other priority areas. Across these programs, CHAI works with government partners to strengthen primary health care, improve access to quality services and essential health products, strengthen data and digital systems, support sustainable health financing and effective use of resources, and translate evidence into policy and implementation.
CHAI Cambodia increasingly focuses on integrated, government-led approaches that strengthen the health system beyond individual disease programs. Working alongside national and subnational government counterparts, development partners, and communities, CHAI aims to support Cambodia's progress toward equitable, sustainable, and high-quality primary health care and Universal Health Coverage.
Position Overview
CHAI Cambodia is seeking an initiative-taking and experienced Program Manager – Assistive Technology (AT) and Eye Health to provide strategic, technical, and programmatic leadership for its growing AT and eye health portfolio.
The Program Manager will work closely with government counterparts, particularly relevant national programs and departments within the Ministry of Health and other government institutions, as well as provincial health departments and local authorities, development partners, donors, implementing partners, and CHAI global teams. The position will support the design, implementation, scale-up, and institutionalization of high-impact interventions aimed at improving equitable access to quality and affordable Assistive Technology and Eye Health services.
Across both portfolios, the Program Manager will contribute to strategic development by identifying emerging needs and opportunities, supporting resource mobilization and proposal development, strengthening partnerships, and contributing to policy and programmatic discussions with government and other stakeholders.
The position will oversee the AT and Eye Health team and will be accountable for high-quality program delivery, effective government and partner engagement, grant and financial management, monitoring, evaluation and learning, team development, and achievement of program objectives and donor commitments. The Program Manager will report to the Senior Program Manager – Primary Health Care and Integration. This position is contingent upon confirmation and receipt of funding.
Responsibilities
Strategic and Program Leadership
- Provide strategic, technical, and programmatic leadership for CHAI Cambodia’s Assistive Technology and Eye Health portfolio, in close coordination with the Senior Program Manager – Primary Health Care and Integration.
- Lead the development and implementation of program strategies, annual work plans, budgets, implementation plans, and performance frameworks across the portfolio.
- Translate national priorities, implementation evidence, and emerging needs into practical program strategies and scalable interventions.
- Identify implementation bottlenecks and emerging opportunities and lead development of solutions in collaboration with government, partners, and CHAI technical teams.
- Ensure strong alignment and coordination across AT, eye health, primary health care, and other relevant CHAI programs.
Assistive Technology Program Management and Systems Strengthening
- Lead day-to-day management and coordination of CHAI’s Assistive Technology programs, including the CIDCA-supported initiative and future AT investments.
- Coordinate implementation across relevant AT workstreams, including mobility, rehabilitation, vision, assistive products, community engagement, and broader AT systems strengthening.
- Work with government and partners to strengthen systems for identification of need, assessment, referral, provision, follow-up, and appropriate use of assistive products and services.
- Support strengthening of AT product availability, procurement and supply systems, service delivery models, workforce capacity, data and information systems, and sustainable financing mechanisms.
- Promote integration of AT services within primary health care and other appropriate government service delivery platforms.
- Coordinate implementation across consortium and technical partners and ensure clarity of roles, deliverables, timelines, and accountability.
- Support government and partners to identify opportunities for institutionalization and sustainable scale-up of effective AT approaches.
Eye Health Program Leadership
- Lead implementation and strategic development of CHAI’s eye health portfolio, including children’s eye health, school-based screening and referral, access to reading glasses, and other emerging eye health initiatives.
- Support government efforts to strengthen eye health services through primary health care, including linkages between communities, schools, health centres, referral facilities, and specialized eye care services.
- Work with government and partners to strengthen screening, referral, treatment, and follow-up pathways and improve access to appropriate and quality eye health services and products.
- Lead implementation and continued development of sustainable models for access to reading glasses, including public-sector and other appropriate delivery channels.
- Support development and testing of approaches for sustainable financing, procurement, distribution, and availability of affordable eyeglasses and other priority eye health products.
- Use program evidence and implementation learning to inform government policy, service delivery models, program improvement, and opportunities for expansion and scale-up.
Government, Partner, and Consortium Engagement
- Develop and maintain strong working relationships with relevant government counterparts, including the Ministry of Health, Ministry of Social Affairs, Veterans and Youth Rehabilitation, National Programme for Eye Health, Persons with Disabilities Foundation, provincial authorities, and other relevant institutions.
- Serve as a key CHAI focal point for day-to-day coordination with government, donors, consortium members, UNOPS/ATscale, implementing partners, and other stakeholders across assigned programs.
- Facilitate effective coordination among consortium and implementation partners, including alignment of work plans, responsibilities, timelines, deliverables, and reporting requirements.
- Support and participate in relevant steering committees, technical working groups, program reviews, and other government and partner coordination mechanisms.
- Ensure that program design and implementation remain aligned with government priorities and strengthen government leadership and ownership.
Grant, Financial and Operational Management
- Ensure effective management of program grants, budgets, work plans, forecasts, contracts, partner agreements, and implementation schedules.
- Monitor expenditure and financial performance and work closely with finance and operations teams to ensure effective utilization of resources and compliance with CHAI and donor requirements.
- Anticipate implementation and financial risks, identify corrective actions, and escalate significant issues as appropriate.
- Oversee relevant procurement planning and coordination for assistive products, eyeglasses, equipment, services, training, and other program requirements.
- Monitor partner and sub-award performance and ensure timely delivery against agreed scopes of work and contractual commitments.
Monitoring, Evaluation, Learning, and Quality Improvement
- Oversee monitoring, evaluation, learning, and performance management across the AT and Eye Health portfolio.
- Ensure that appropriate indicators, targets, data systems, and review mechanisms are established and used to track program performance and outcomes.
- Lead regular data-driven program reviews to identify gaps, understand implementation performance, and support adaptive management and continuous quality improvement.
- Ensure high-quality and timely donor reports, government updates, program reviews, and other required documentation.
- Promote documentation and dissemination of implementation learning, good practices, challenges, and evidence to inform government decision-making and future program design.
- Ensure appropriate quality assurance mechanisms are incorporated across program activities, services, products, training, and partner implementation.
Sustainability, Scale-up, and Resource Mobilization
- Embed sustainability and government ownership considerations throughout program design and implementation.
- Work with government and partners to develop pathways for institutionalization, sustainable financing, integration, and scale-up of successful AT and eye health interventions.
- Identify emerging needs, strategic opportunities, partnerships, and potential funding opportunities to strengthen and expand the AT and Eye Health portfolio.
- Contribute substantively to concept development, proposal writing, budgeting, donor engagement, and development of new initiatives.
- Generate and synthesize evidence from implementation to support future investment decisions, policy discussions, and potential replication or scale-up.
Team Leadership and Organizational Contribution
- Lead, supervise, and develop staff within the AT and Eye Health team, establishing clear responsibilities, performance expectations, and accountability for results, contribute to hiring and staffing decisions for the team in consultation with the Senior Program Manager – PHC and Integration.
- Provide regular coaching, mentorship, technical guidance, and performance feedback to team members and support team members in identifying development goals and individual development plans.
- Foster a collaborative, inclusive, high-performing team culture that encourages initiative, problem-solving, learning, and continuous improvement.
- Work collaboratively with other CHAI Cambodia programs and global teams to leverage technical expertise, share learning, and identify opportunities for integrated programming.
- Contribute to broader CHAI Cambodia strategic planning, cross-program initiatives, proposal development, and organizational priorities as required.
Qualifications
- Master’s degree in public health, health systems, international development, public policy, management, or a related field. A relevant bachelor’s degree combined with substantial professional experience may also be considered.
- At least 10–12 years of relevant professional experience, including progressively responsible experience managing public health, health systems, or development programs.
- Experience in assistive technology, disability inclusion, rehabilitation, eye health, or related health-system areas.
- Demonstrated experience managing complex programs, including program planning, implementation, budgeting, monitoring, reporting, and coordination of multiple workstreams.
- Demonstrated experience developing and managing program budgets, monitoring financial performance, and ensuring compliance with donors and organizational financial requirements.
- Strong experience working with government counterparts and other stakeholders, with demonstrated ability to build effective relationships and support government-led programs, including navigating relationships with senior stakeholders and building a reputation for reliable delivery and sound strategic counsel.
- Demonstrated strategic and analytical skills, including the ability to identify challenges, develop practical solutions, interpret programmatic and financial data, and use evidence to support decision-making and apply sound judgment to independently resolve complex problems without clear precedent.
- Strong people-management experience, including supervision, coaching, performance management, and development of team members, and experience contributing to hiring and staffing decisions.
- Excellent project management and organizational skills, with the ability to manage multiple priorities and deliver high-quality outputs within deadlines.
- Great written and verbal communication skills in English, with strong interpersonal, facilitation, and stakeholder-management skills, and the ability to raise and address challenging issues in a candid and constructive manner.
- Demonstrated ability to work independently, take initiative, exercise sound judgment, and collaborate effectively in multidisciplinary and multicultural teams.
- Willingness and ability to travel within Cambodia as required.
Advantages
