Project Manager

POSITION SUMMARY - This position is based in Paramaribo, Suriname
The Project Manager is responsible for managing three projects and overseeing the full project execution cycle, including planning, implementation, monitoring, budget management, financial and programmatic reporting, and tracking of project deliverables and overall progress. This role ensures effective coordination across project components and stakeholders, with a clear focus on achieving the results and commitments established in donor agreements. They manage and monitor single and multiple donor funding streams and ensure timely, accurate, and effective reporting.
They are accountable for ensuring that project activities and deliverables meet required standards and are completed on time and within budget. The role develops project work plans, determines staffing and resource requirements, and supervises a diverse team of experts, staff members, and consultants. The position operates with a high degree of independence under general guidance from the supervisor.
The Project Manager represents CI Suriname within the scope of assigned projects and builds and maintains effective relationships with communities and external stakeholders who are critical to project success. The role works closely with internal stakeholders, regional and HQ technical teams, and other country programs, and maintains regular engagement with partners, donors, community members, and government officials. The Project Manager also contributes to the financial sustainability and successful delivery of the projects by supporting relationships with partners and prospective funders.
POSITION RESPONSIBILITIES
Project Planning
- Develops detailed project work plans outlining scope, objectives, deliverables, key milestones, workstreams, and activities, in consultation with internal and external stakeholders.
- Defines resource requirements and manages the availability and allocation of internal and third-party resources.
- Develops project budgets based on identified requirements and tracks costs to support delivery within budget.
- Identifies, assesses, and mitigates project risks.
Project Implementation, Monitoring and Leadership
- Leads project implementation in accordance with approved work plans, objectives, timelines, budgets, and donor requirements, adapting implementation plans as needed.
- Coordinates project teams, partners, consultants, and technical specialists to ensure timely and high-quality delivery of project activities and outputs.
- Oversees grant implementation and ensures appropriate staffing, coordination, quality assurance, and compliance with project and donor requirements.
- Monitors project progress, results, risks, and implementation challenges, and develops appropriate corrective actions to keep projects on track.
- Coordinates the technical assistance and expertise required to achieve project objectives.
- Ensures project deliverables and technical requirements are completed to the required quality standards and within agreed timelines.
- Coordinates and oversees research and technical activities led by project coordinators and subject-matter experts, ensuring alignment with project objectives, timelines, budgets, and donor requirements.
- Prepares and communicates project progress, results, challenges, and lessons learned through reports and presentations for internal and external stakeholders.
- Supports effective decision-making by analyzing implementation options and recommending adjustments based on project performance and changing circumstances.
Financial & Budget Management
- Lead technical and financial aspects of proposal development; ensure that full implementation costs are represented in the budget.
- Responsible for a sound financial management of the assigned project including budgeting, financial tracking and compliance.
- Manage the projects budget, monitor donor and project expenditure and costs against delivered and realized benefits as the program progresses.
- Ensure timely and accurate financial and budget reports for internal and external stakeholders.
- Leads the financial aspects of proposal development, ensuring that all project implementation costs are accurately reflected in project budgets.
- Manages project budgets, including financial planning, expenditure tracking, forecasting, and compliance with donor and organizational requirements.
- Monitors donor and project expenditures against approved budgets and identifies potential variances or financial risks requiring corrective action.
- Ensures timely and accurate financial and budget reporting for internal and external stakeholders.
People Management
- Recruits, hires, and onboards project staff to ensure the team has the skills and capacity required to deliver project objectives.
- Leads and manages the project team by setting clear expectations, providing direction, coaching, and feedback, and addressing performance and development needs.
- Builds a collaborative and results-oriented team environment through open communication, effective teamwork, and leadership by example.
- Promotes a safe, diverse, equitable, and inclusive work environment for all project team members.
WORKING CONDITIONS
- Some field work will be required, including multiple overnights in remote locations.
- Some international travel will be required.
QUALIFICATIONS
Required
- Bachelor’s degree in Project Management, Business Administration, International Development, Environmental or Social Sciences, or a related field.
- 4 to 6 years of progressively responsible experience managing complex projects, preferably in an NGO, international development, conservation, or donor-funded environment.
- Demonstrated experience managing the full project lifecycle, including project planning, implementation, work planning, budget management, risk management, monitoring, reporting, and delivery of project results.
- Demonstrated experience managing donor-funded projects, including compliance with donor requirements, financial oversight, programmatic reporting, and coordination of project deliverables.
- Experience managing multiple projects, funding streams, or workstreams simultaneously, with responsibility for ensuring delivery on time, within budget, and in accordance with agreed objectives.
- Up to 2 years of experience supervising and coordinating multidisciplinary teams, including staff, technical specialists, consultants, and project partners.
- Strong stakeholder management skills, with demonstrated ability to work effectively with donors, government officials, partners, local communities, civil society, and private-sector representatives.
- Proven ability to establish and maintain effective working relationships with Indigenous Peoples and Local Communities (IPLCs) and other key project stakeholders.
- Fluency in English is required.
- Proficiency in Microsoft Office and other relevant project management and business applications.
Preferred
- Experience working in biodiversity conservation, sustainable development, natural resource management, or a related sector.
- Knowledge of relevant national biodiversity and conservation issues.
- Experience with major institutional or public donors, including GEF, EU, or similar funding mechanisms, and familiarity with their regulations, policies, and procedures.
- Experience with Monitoring and Evaluation (M&E) frameworks and results-based project management.
