DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.

The Europe and Asia Entity at DCAF works across Eastern Europe, the South Caucasus, Central Asia and other parts of Europe and Asia, providing policy advice, capacity-building, technical assistance and support to institutional reforms. Its work covers areas such as democratic oversight, accountability, integrity and anti-corruption, human rights, defence and security governance, and institutional resilience, working closely with governments, parliaments, security institutions, civil society and international partners. For our field office in Kyiv, Ukraine, we are looking for a highly-motivated and dynamic individual to be our next Project Officer – MEAL (Europe and Asia).

The role

The Project Officer (MEAL) provides country-level capacity for Monitoring, Evaluation, Accountability and Learning (MEAL), while supporting activity-level financial tracking, reporting and programme administration for DCAF’s Ukraine programme. The position strengthens evidence-based programme management by ensuring that implementation progress, results and expenditure are consistently tracked against approved objectives, outputs and activities.

The main objective of the position is to support the effective implementation of DCAF’s MEAL framework across the Ukraine programme, with a particular focus on results-based management and programme performance. The position contributes to ensuring that implementation progress, results and, where relevant, financial delivery are effectively monitored and used to inform programme management, reporting and adaptation. It also supports the integration of MEAL considerations across programme activities and may contribute to programme and office administration as required.

Within the team structure, the Project Officer (MEAL) provides an important link between programme performance, financial implementation and administrative follow-up, enabling management to assess whether resources, activities and results remain aligned. The position works closely with the team in Kyiv and Geneva to ensure consistency with DCAF’s corporate MEAL, financial and donor-reporting requirements. The position reports to the Fund Manager in Geneva.

Key areas of operation

• Maintain and coordinate the programme MEAL framework, including the results framework, indicators, monitoring tools and reporting arrangements across the Ukraine programme.

• Monitor and analyse programme performance and results, collect relevant data and identify implementation trends, challenges and areas requiring management attention.

• Coordinate beneficiary feedback, lessons learned and other accountability processes, ensuring that findings are documented and reflected in programme adaptation and development.

• Contribute to donor reporting, programme reviews and evaluations by providing accurate performance, results and financial implementation data.

• Support programme and office administration, documentation and coordination, working closely with the Head of Field Office, Resource Manager and programme team to ensure efficient day-to-day implementation.

Your experience

• 3 to 5 years of relevant professional experience in MEAL, programme monitoring, administration or a related field, preferably within an international organisation or donor funded programme.

• Professional proficiency in Ukrainian and English, with the ability to communicate effectively with Ukrainian partners, colleagues and international teams.

• Demonstrated experience in monitoring and evaluation, results frameworks, indicator tracking, data collection and analysis, preferably in governance, development or security sector programmes.

• Strong analytical and organisational skills, with the ability to manage data and documentation, identify implementation issues, meet deadlines and translate monitoring findings into practical recommendations.

• Ukrainian citizenship at the time of application is a prerequisite.
