Request for Quotation for the Provision of Regional Coaching and L&D Services – Framework Agreement establishment

The Norwegian Refugee Council (NRC) is committed to strengthening the leadership, performance and professional growth of its staff. For the 2027–2030 period, the MENA Regional Team intends to support the development of the next generation of MENA leaders through a structured, cost-effective and multi-year approach, with particular attention to national staff and women. NRC therefore invites qualified companies to submit a quotation for the establishment of a non-exclusive regional framework agreement for professional coaching (individual and group/team) and related leadership and learning & development (L&D) services, covering NRC operations in Yemen, Lebanon, Syria, Jordan, Libya/Tunisia and Palestine, as well as the MENA Regional Team. The framework agreement will be established for an initial period of two (2) years from the date of signature and may be extended for a further two (2) years, subject to NRC needs, satisfactory performance, funding and applicable NRC procurement requirements. Services will be requested on an as-needed basis through agreed call-off arrangements; no minimum volume or spend is guaranteed, and NRC may establish framework agreements with more than one provider. NRC is seeking established companies/organisations; bids submitted by individual consultants will not be considered.
