PURPOSE OF THE POSITION
The Senior Finance Manager will provide the strategic and operational leadership for the full finance function across the national office, field operations, grants, sponsorship, and other funding streams. Reporting directly to the Finance and Support Services Director, the role ensures strong financial stewardship, compliance, internal controls, reliable reporting, risk management, systems improvement, and effective finance business partnering to support strategy execution and organizational accountability.
- Provide strategic leadership for the overall finance function to support organizational strategy, accountability, and sustainability.
- Ensure strong financial governance, compliance, internal controls, and risk management across WV Cambodia.
- Strengthen budgeting, funding management, financial planning, and reporting to enable effective decision-making.
- Promote financial stewardship, cost efficiency, and continuous improvement of finance systems and processes.
- Lead and develop the finance team to provide effective business partnering and support to programs and operations.
MAJOR RESPONSIBILITIES
I. Strategic finance leadership and core finance operations: Lead the overall finance function for WV Cambodia by ensuring effective accounting, month-end and year-end closing, reconciliations, cash flow management, payments, payroll and benefits payment oversight, support cost analysis, and timely financial reporting for management decision-making.
II. Budgeting, multi-funding, grants financial management, and decision support: Lead budget planning, forecasting, donor financial reporting, funding analysis, support cost monitoring, and alignment of financial plans with national strategy, program priorities, and donor requirements.
III. Financial governance, compliance, internal controls, partner finance management, and risk management: Ensure compliance with World Vision finance policies, donor requirements, Cambodian statutory requirements, tax obligations, audit standards, and internal control procedures. Strengthen partner and sub-grantee finance management through partner advance monitoring, timely liquidation, partner financial capacity assessment, compliance checks, support to partnered projects, and follow-up on financial risks.
IV. Finance systems, data quality, cost efficiency, and process improvement: Lead improvements in finance systems, reporting tools, data quality, process simplification, automation, and cost-efficiency initiatives. Collaborate with regional and global finance teams to strengthen system use and financial data integrity.
V. Finance team leadership, capacity building, and business partnering: Lead, coach, and develop the finance team as the functional head of finance for WV Cambodia. Provide technical leadership and practical business partnering support to national office, field operations, project teams, and cross-functional departments, strengthening finance capability, customer service, collaboration, and accountability across the organization.
VI. Cross-cutting objective: Field engagement and continuous improvement: Conduct regular field engagement with finance and operations teams to understand operational challenges, support practical solutions, monitor implementation of policies, and promote continuous learning and improvement across national and field operations.
REQUIREMENTS:
- MBA or Bachelor’s degree in Accounting, Finance or Business Administration, or a related field
- ACCA, CIMA, CPA or equivalent preferred
- Minimum 7–10 years of progressive experience in finance, accounting, budgeting, grants financial management, compliance, and internal controls, preferably in an international NGO, development organization, or complex multi-funded environment.
- At least 3–5 years of experience in a finance leadership or management role, including supervision, coaching, performance management, capacity building, and development of finance teams.
- Finance and Administration Leadership, minimum of 3 years of experience in a finance and administration management role within a medium-sized business, NGO, or government agency.
- Strong hands-on experience in financial operations, donor compliance, multi-funding management, financial reporting, budgeting, forecasting, cash flow management, audit preparation, risk management, internal control strengthening, and process improvement.
- Organizational Familiarity, well-versed in World Vision’s systems, structures, and operational frameworks..
- This role requires active engagement with national office, field operations, project teams, and support functions. A minimum of 10% field engagement is expected through field visits, operational support, monitoring, and follow-up to ensure finance policies, systems, processes, and controls effectively support program impact and organizational accountability.
- Fluent in both spoken and written English and Khmer
