EIF Posting

The EIF is seeking to recruit for its Finance and Strategy Office (FSO) – Financial Accounting and Reporting Division at its headquarters in Luxembourg, a (Senior) Financial Reporting Officer. This is a full-time position (no travel required) at grade 4/5 for which the EIF offers a permanent contract.

Purpose

Part of the EIB Group, the mission of the European Investment Fund (EIF) is to improve access to finance for SMEs and small mid-caps in Europe. We do this by supporting emerging and established fund managers with equity investments and by designing debt financing instruments that share the risk taken by financial institutions when they lend to or invest in small businesses. We bring this support closer to entrepreneurs through our extensive network of partners and financial intermediaries in all EU Member States and associated countries.

The Finance and Strategy Office has the overarching purpose of steering EIF’s strategic and financial direction in an integrated manner, ensuring that the organisation delivers maximum policy impact, maintains financial sustainability, and remains fully aligned with EIB Group priorities and stakeholder expectations. Within the Finance and Strategy Office, the Strategy Office is the function that focuses on institutional strategy design, strategic alignment, market intelligence and strategic steering, complementing the financial‑strategy and performance functions of the FSO.

The EIF Financial Accounting and Reporting Division, which is part of the Finance and Strategy Office (FSO), is responsible for, amongst other tasks, the maintenance of the accounting ledgers and the preparation of the financial statements of both EIF and its mandates, typically under International Financial Reporting Standards (IFRS) or EC Accounting Rules (derived from International Public Sector Accounting Standards (IPSAS).

 

Operating network

 

The successful candidate will work under the guidance and supervision of the Head of Unit - Financial Reporting - and have regular contact with colleagues within other FSO divisions and units, as well as other departments from the EIB Group and external stakeholders.

 

Responsibilities

In your role, you will:

• Work on business partnering with other EIF services relating to financial reporting matters; 

• Support in the evaluation, design and implementation of new products/new mandate within the unit from a financial reporting point of view; 

• Analyse new accounting standards and design their implementation accordingly; 

• Contribute to the ERP transformation and digitalisation projects run by Finance Office;  

• Identify, develop and support automation opportunities, where appropriate, to continuously improve and streamline financial business processes and controls; 

• Actively contribute to knowledge-sharing and improvements to processes ensuring seamless interfacing with other EIF services; 

• Prepare the regular financial reports and semi-annual/annual financial statements for EIF own resources and/or for the mandates managed by the EIF on behalf of third parties; 

• Ensure accuracy, completeness and reliability of financial data when preparing the financial statements or any financial reporting in accordance with the selected General Accepted Accounting Principles including those derived from IFRS, EU Accounting Directives or IPSAS; 

• Support the audit of the financial statements, liaising closely with external auditors and the Audit Coordination team and challenging accounting and financial reporting matters where appropriate. 

   

   

   

   

   

   

   

   

   

   

   

   

Qualifications

• At least three (3) years of post-graduation (after having obtained your initial university diploma) relevant professional experience, preferably gained in the banking sector, the investment fund industry, or accounting/audit firms; 

• University qualification, preferably at postgraduate level, in Accounting, Finance, Business Administration or a relevant field. A professional accounting qualification such as ACCA would be an advantage;

• Relevant professional experience in the area of financial reporting, financial accounting or audit for a range of complex financial instruments, including investment funds, guarantees, equity and debt instruments;

Technical Skills

• Spreading of financial statements      Ability to analyse and interpret financial statements and notes and develop an understanding and appreciation of the various incentives and pressures impacting financial reporting decisions.

• Financial Statements and Reporting  Ability to prepare accurate and reliable financial statements and reports in accordance with applicable accounting frameworks, including IFRS and IPSAS, ensuring compliance, consistency, and clarity of financial data for both internal and external stakeholders.

• Mandate lifecycle        Knowledge of the mandate lifecycle phases and financial monitoring aspects. Understanding of the specificities of a mandate as a partnership based on financial support pledged by third party for the purpose of achieving shared objectives.

• Institutional and regulatory framework of Mandates  Knowledge of the organisational and regulatory constraints of mandates, including specific requirements associated to various kinds of mandates. Understanding of the specificities of a mandate as a partnership between the EIBG and third parties.

• Accounting principles Ability to analyse and interpret financial statements for business diagnosis (incl identification of gaps, risks) and decision-making. Understanding of applicable accounting principles (e.g. GAAP), management accounting framework, and tax accounting.

• Accounting Standards Implementation           Ability to analyze new accounting standards, assess their implications, and design effective implementation approaches that ensure compliance, consistency, and alignment with organizational reporting requirements.

• Cooperation    Ability to facilitate the collaboration and coordination between diverse teams, ensuring effective communication, alignment of goals, and efficient execution of shared objectives.

• Communication           Ability to effectively communicate thoughts and ideas across different channels to achieve targeted results with a variety of audiences. Ability to practice active listening when others are speaking.

• Writing and presentation skills           Ability to logically and effectively communicate thoughts and ideas across different channels, orally while presenting or in writing to achieve targeted results with a variety of audiences and in different languages.
