Working Context

Save Ukraine, Inc. is a U.S.-based 501(c)(3) nonprofit dedicated to the protection and well-being of Ukrainian children and families affected by the war. We help children and families heal, return to school and community life, and rebuild their futures. Save Ukraine works in close partnership with implementing organizations in Ukraine and manages a multi-year U.S. Government cooperative agreement supporting this work.

Purpose of the Role

The Senior Manager of Finance and Awards leads financial and award management for Save Ukraine’s U.S. Government–funded program. Reporting to the CEO, this role ensures that project funds are managed, documented, and reported in full compliance with federal regulations and Save Ukraine’s policies.

The Senior Manager will help strengthen and maintain financial policies, budgets, and internal controls; oversee subawards and a grants program with partners in Ukraine; manage accounting records and prepare fund transfers for approval; and provide accurate, timely financial information for donor reporting. Before payments are made to subrecipients, contractors, and consultants, the Senior Manager confirms that funds are available and that each action complies with the award terms. Payment authorization and release follow Save Ukraine’s dual-approval controls. The Senior Manager works closely with an external capacity-strengthening partner to put lasting finance and grants systems in place.

Main Tasks and Responsibilities

Financial Management and Reporting

  • Manage fund accounting, cost coding, monthly reconciliations, and cash balances.
  • Review invoices and payments for allowability under 2 CFR 200.
  • Prepare financial data for federal financial reports (SF-425), program reports, and monthly budget reports.

Budgeting and Forecasting

  • Maintain budget-to-actual trackers by objective, cost category, and partner.
  • Lead monthly burn-rate and projection reviews with partners, flag variances early, and recommend budget realignments.

Subaward Management

  • Serve as the day-to-day finance and compliance liaison with subrecipients.
  • Review advance requests, liquidations, and monthly financial reports, and maintain a funds-transfer log that ties each transfer to its advance and liquidation.

Grants Management

  • Help develop the project grants manual and support the grants team through the full grant cycle: pre-award assessment, application review, budget review, disbursement, monitoring, and closeout.
  • Spot-check grant files for audit readiness, and support screening of partners and vendors against SAM.gov exclusions and U.S. sanctions lists.

Compliance and Internal Controls

  • Apply 2 CFR 200, 2 CFR 600, and award terms and conditions.
  • Maintain financial, procurement, and travel records, and uphold segregation of duties.
  • Maintain time-and-effort documentation for staff charged to the award.
  • Protect sensitive information in financial documentation.
  • Support audits, including the annual Single Audit, and donor financial reviews.

Reporting and Coordination

  • Provide finance and compliance input for regular donor reports, prior-approval requests, and budget realignments.
  • Participate in project review meetings and coordinate with the capacity-strengthening partner.

Capacity Strengthening

  • Train and coach partner finance staff, and help put in place finance and grants systems that will last beyond the award.

Essential Requirements

Professional Experience

  • Five to seven years of financial and grants management experience on complex international development or humanitarian programs, including at least three years managing U.S. Government awards or subawards.
  • Demonstrated experience managing subawards or grants to local partners from pre-award assessment through closeout.

Qualifications and Knowledge

  • Strong working knowledge of 2 CFR 200, 2 CFR 600, and federal award terms and conditions.
  • Proven skills in fund accounting, budget control, and records management, with advanced Excel.
  • Professional fluency in English.
  • Authorization to work in the United States.

Desirable Requirements

  • Master’s degree in business administration, finance, accounting, or a related field, or equivalent experience and certifications.
  • Professional accounting or grants credential (CPA, ACCA, CGMS, or equivalent).
  • Experience with U.S. Department of State awards.
  • Knowledge of Ukrainian accounting, tax, labor, and currency requirements.
  • Experience with child protection, humanitarian, or human rights programs and handling sensitive data.
  • Experience working with a U.S.-based prime recipient or alongside a mentor or capacity-strengthening partner.

What We Offer

Salary: Competitive salary of $115,000–$135,000 per year for full-time, based on experience, prorated for part-time.
Benefits: Paid federal holidays and paid time off; health reimbursement for full-time employees.
Work arrangement: Fully remote work with a flexible schedule, with regular collaboration across time zones with colleagues in the U.S. and Ukraine.
