Senior Planning, Monitoring & Evaluation and Reporting Officer

Located in the Atlantic Coast of Southern Africa, Angola is currently experiencing a significant demographic shift, with a population that has reached approximately 36.6 million (Census 2024). The rapid population growth (3.4%) is driven by one of the highest fertility rates in the region (4.8 children per woman in average, 6.9 in rural areas/ MICS 2023-2024). Angola has one of the highest rates of unmet need for family planning in sub-Saharan Africa, with 37% of married/common-law women aged 15–49 desire to control fertility (either by intervals or number) but do not have the access to modern contraceptives (IIMS 2023-2024). This figure rises to 44,4% among adolescent girls aged 15-19. Additionally, approximately 27% of Angolan girls in this age group have experienced a least pregnancy and this rate increases up to 50% in some of the provinces. Births to adolescents and young women (ages 10-24) account for 51,5% of the total births each year, which equates to approximately 630,000 births annually attributable to adolescents and young mothers. Furthermore, available data suggest that inadequate menstrual hygiene management.

UNFPA Angola is currently implementing its 9th Country Program Document (CPD)
agreed with the Angolan government. This CPD aims to accelerate the achievement of the Three transformative results mentioned above. Through the current CPD, UNFPA in Angola contributes to improved access to information, education, and services in Sexual and Reproductive Health and Rights, especially for adolescents and youth, women, and the most vulnerable populations. The CPD consisted of four outputs:

a. Quality of Services: Promoting integrated SRH services including maternal and
neonatal health, family planning, comprehensive sexuality education, and prevention/ response to GBV (Gender Based Violence)

b. Social and Gender Norms: Identifying social and gender norms that are harmful to attain SRHR (e.g. adolescent pregnancies, child marriage, GBV, etc.) and raising
awareness of the role of social norms, engaging men, boys and communities in
strategies and change efforts

c. Youth and Adolescents: Increasing youth and adolescent participation, education on SRH, promoting their empowerment and bodily autonomy.
d. Population and Development Data: Strengthening the generation and analysis of population data and promoting its use for policies and programmatic decision-making.

The proposed position will support planning, implementation, and monitoring and evaluation of interventions that aim to improve adolescents’ and youth’s access to quality services, with focus on the following areas: adolescent-friendly health services, comprehensive sexuality education (schools and communities), and menstrual hygiene management. Across these programmatic areas, this position will focus on supporting the CO in building innovative partnerships and resource mobilization, as well as sustainable financing mechanisms for Sexual and Reproductive Health.

Under the direct supervision of the Representative, with a close coordination with the Assistant Representative and Programme Officers, the Senior Planning, Monitoring and Evaluation, and Reporting Officer will lead effective results and strategic planning, monitoring, reporting, communication and evaluation of the Maternal and Newborn Health Fund (MNHF) and other programmatic areas/ outputs of the Country Programme Document (CPD) 2024-2028.

The position will focus on planning, M&E, and reporting of the ongoing Maternal and Newborn Health Fund, within the broader “Quality of Services” output (the largest output of the CPD) for approximately 50% of the time. For the remaining of 50% of the time, the position will support PME and reporting of other programmatic areas / outputs within the CPD, in close coordination with the M&E focal point/ Population and Development team in the office.

Detailed tasks and responsibilities :

The position will focus on the following tasks:

A. Results planning
Provide strategic guidance to the country office in planning of the Maternal and Newborn Health Fund’s annual allocation, while strengthening integrity across the priority areas of the CPD
• Contribute significantly to the annual planning, mid-year and end-year reviews with partners (the Government, implementing partners, and other actors), and reporting (narrative and data reports) for the UNFPA’s Global Maternal and Newborn Health Funds (MNHF) as the focal point and provide support to the office’s programme team in overall PME.
• Support any technical, operational, and logistic aspects of the implementation of the MNHF approved work plan allocation.
• Contribute significantly to developing quality M&E frameworks including the costed monitoring and evaluation plan for MNHF, integrated within the M&E frameworks of the country programme
• Provide relevant inputs to the formulation of United Nations Sustainable Development Cooperation Framework, more specifically common country analysis, strategic prioritization, theory of change, results framework and joint work plans with focus on Sexual and Reproductive Health and MNH.
• Contribute to developing and quality control of annual and multiyear results plans for the MNHF based on the baseline/ target of the indicators (Strategic Plan and MNHF)
• Support developing workplans to operationalise the results
• Facilitate and substantively contribute to the development of field monitoring plans and quality assurance processes
• Facilitate generation of evidence and lessons to support evidence-based planning and programming

B. Monitoring
Provide technical guidance to the Country Offices in and oversee monitoring and tracking of results against programme/ country/ regional level targets and UNFPA Strategic Plan
• Contribute to the office’s monitoring of the Annual Results Plans with focus on MNH fund/ Quality of Services output of the CPD.
• Support the organization of annual reviews of the projects and programmes with the government, implementing partners, and other actors.
• Facilitate the midterm reviews of the projects and programmes
• Support field monitoring and coordinate with programme team and promote use of monitoring visits recommendations with focus on the interventions planned and implemented under the MNH fund.
• Support collecting and analysing data and evidence including higher-level indicators and oversee regular data quality checks
• Actively participate and lead joint united nations joint results groups and other joint monitoring mechanisms
• Provide inputs for implementing adaptive and innovative monitoring practices such as remote monitoring, real time monitoring, etc.
• Contribute to the implementation of the HACT assurance plans including the spot checks and monitoring visits, as well as follow up with Implementing Partners to implement recommended actions.

C. Results reporting and results communication
Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
• Support the office with collecting quality quantitative and qualitative data to be used for donor reporting and other communication materials.
• Compile and analyze data for projects and present analytical reports to inform reporting and decision making
• Develop quality results reports for MNH fund, both narrative and data reports.
• Contribute to the office’s overall result-based reporting (donor reports and annual report) including the monitoring of corporate indicators and targets (Strategic Plan’s indicators) through a quality assurance and internal capacity development.
• Support the office with effectively communicating results for both internal and external audiences in close collaboration with communication staff
• Contribute to providing required results and data for producing external report such as United Nations Sustainable Development Cooperation Framework – with focus on People’s pillar.
• Support producing and disseminating results reports on implementation of UNFPA strategic plan and regional programmes

D. Evaluation
Provide technical support to programmes in the implementation of the UNFPA Evaluation Policy
• Provide technical support to the development and implementation of costed evaluation plan in the country office/programme; including an annual update and regular monitoring of implementation of planned evaluations
• Contribute to the office’s evaluation processes (led by M and E unit) and ensure that products in conformity with UNFPA Evaluation Policy and UNFPA evaluation quality standards (EQA)
• Plan, implement and ensure the quality of any evaluations required by MNH fund/ program such as development of the TOR, quality assurance of the evaluation inception and final reports in a close coordination with the Office’s M and E focal point
• Provide guidance on the appropriateness and design of evaluations (methods, scope of work, technical proposal and consultant qualification), including on the conduct, the management, strategic communication and the use of evaluations as necessary or required.
• Contribute to the office’s dissemination of evaluation results and ensure results are incorporated in formulation and implementation of programmes with focus on MNH fund.

E. Knowledge management and culture of results
Contribute to knowledge management and maintaining a culture of results
• Significantly contribute to the implementation of results-based management (RBM) principles and standards with focus on MNH/ SRH / Quality of services’ output.
• Provide technical support to implementing partners on strengthening capacity development on results-based management
• Promote interventions for utilizing results and demonstrate the adaptive management
• Identify, document with evidence/ data, and disseminate and use good practices, lessons and knowledge in coordination with programme officers and Communications team.
• Support results communication in collaboration with relevant staff
• Coordinate development of management responses to all evaluations within six weeks of completion, including quarterly updates on implementation of actions plans of management responses to evaluations

Carry out any other duties as may be required by UNFPA leadership.

Furthermore, UN Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance, in events that mark International Volunteer Day).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Reflect on the type and quality of voluntary action they undertake, including participation in ongoing reflection activities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever possible.
• Perform other related duties as may be required.
