The International Organization for Migration (IOM) in Ukraine supports crisis-affected and displacement-impacted populations through humanitarian response, recovery and development programming, working in close coordination with national and local authorities, communities, and partners. Within this portfolio, IOM’s Housing Programme contributes to durable solutions by expanding access to safe, affordable and energy-efficient housing for internally displaced persons (IDPs) and other vulnerable groups, aligned with Government of Ukraine priorities and municipal recovery plans. IOM’s Housing Programme implements a diverse pipeline of housing interventions such as rehabilitation of existing buildings, repairs of conflict-damaged residential stock, new construction, and innovative prefabricated/modular solutions.
Under the overall supervision of the Chief of Mission and the Programme Coordinator (Housing & WASH), and the direct supervision of the National Project Officer (Senior Engineer), the UN Volunteer will support the monitoring of housing and infrastructure projects, repairs and rehabilitations of damaged buildings, in coordination with relevant colleagues, partners and municipalities. Also, when required, the incumbent will support construction activities regarding infrastructure repairs and refurbishment for other IOM programmes, including follow-up the work of contractors and laborers.
• Monitor construction activities and contractors continuously on-site, track progress against work plans and budgets, and report potential delays in the implementation to the Programme Officer (Engineer) / National Project Officer (Senior Engineer).
• Assist the National Project Officer (Senior Engineer) in conducting quality control and document progress of works on-site. Document and report changes and corrections where necessary and needed. Document any changes from original designs and plans and coordinate closely with the programme management and procurement units.
• Assist the National Project Officer (Senior Engineer) in conducting technical assessments of damaged buildings and engineering networks. Support decision-making by compiling inputs and document observations to inform proposed repair options for review and approval by senior engineers.
• Assist the National Project Officer (Senior Engineer) in drafting Bills of Quantities and Bills of Materials, and other necessary documentation based on national legislation and IOM standards.
• Assist the National Project Officer (Senior Engineer) regarding coordination with the Supply Chain Unit on the procurement process, delivery of programme items and bidding processes.
• Work closely with relevant internal units to support the consideration and integration of Housing, Land and Property (HLP) issues throughout project implementation.
• Update programme trackers related to cost, schedule, quality and Health and Safety (H&S) to accurately reflect field activities.
• Review the completeness and correctness of as-built documentation
• Monitor construction activities to ensure strict compliance with donors' Health and Safety (H&S) measures. Highlight any issues or gaps to the Programme Officer (Engineer) / National Project Officer (Senior Engineer).
• Compile inputs for weekly, monthly and ad‑hoc project reports and maintain proper project filing in line with data protection protocols.
• Adhere to the highest standard of IOM's policy on the Prevention of Sexual Exploitation and Abuse (PSEA) and verify that implementation partners and contractors apply these standards.
• Participate in coordination meetings with external stakeholders (governmental, other aid actors, affected population) and relevant cluster technical working groups as instructed by the Program Coordinator and Programme Officer.
• Ensure proper filing of documents according to data protection and confidentiality protocols.
• Perform such other duties that may be required.
