This consultancy will design and implement two strategic talent-engagement solutions for OOI: a quality-assured Global Talent Roster for short-term specialist needs and a framework for engaging longer-term non-staff functions through UNOPS. The consultant will establish governance structures, decision-making frameworks, operating procedures, quality assurance mechanisms, reporting requirements, and implementation plans to support sustainable workforce management. The role also includes coordinating an initial talent roster exercise and supporting the preparation of a pilot UNOPS engagement model, subject to approvals and stakeholder availability.
