1. Background

STOOS Consulting is an international consulting firm specialising in research, assessments, monitoring and evaluation, third-party monitoring, capacity building and economic empowerment.

STOOS is establishing a roster of qualified education experts currently based in Sudan to support future assignments involving education research, programme design, evaluations, technical assistance, curriculum development and capacity building.

2. Purpose

This call aims to identify and prequalify experienced specialists with strong knowledge of the Sudanese education system and its humanitarian and development context.

Selected experts may be contacted for short- or medium-term assignments with government institutions, UN agencies, international organisations, NGOs and donors. Inclusion in the roster does not guarantee immediate engagement.

School readiness, play-based learning, caregiver engagement and ECD materials.

Alternative and Non-Formal Education

Accelerated education, catch-up programmes, adult literacy and support for out-of-school children.

Technical and Vocational Education and Training

Vocational curricula, employability, apprenticeships and school-to-work transition.

Digital and Distance Education

Digital content, education technology, blended learning and remote education systems.

Education Research and Assessment

Needs assessments, baseline studies, evaluations, feasibility studies and sector analyses.

Learning Assessment and Examinations

Learning assessments, examination systems, assessment frameworks and analysis of learning outcomes.

Education Data, EMIS and MEAL

Education information systems, indicators, monitoring frameworks and data-quality assessments.

Safeguarding and Psychosocial Support

Child safeguarding, psychosocial support, referral systems and safe learning environments.

Community Engagement and School Governance

Parent–teacher associations, school committees, community mobilisation and social accountability.

4. Indicative Responsibilities

Depending on the assignment, experts may be required to:

  • Conduct education assessments, research, evaluations and institutional analyses;
  • Develop or review policies, strategies, curricula, teaching materials and training packages;
  • Design methodologies, data-collection tools and analytical frameworks;
  • Consult with education authorities, schools, teachers, learners and communities;
  • Facilitate training, workshops and validation sessions;
  • Analyse education data and prepare clear, evidence-based reports;
  • Support technical proposal development and programme design; and
  • Integrate gender equality, disability inclusion, safeguarding, conflict sensitivity and Do No Harm principles.

Specific responsibilities and deliverables will be defined separately for each assignment.

5. Minimum Qualifications and Experience

Applicants must have:

  • A bachelor’s degree in education or another relevant discipline; a postgraduate qualification is an advantage;
  • At least six years of professional experience in the education sector;
  • Demonstrated expertise in at least one of the areas listed above;
  • Strong knowledge of the Sudanese education sector and institutional context;
  • Experience working with government authorities, schools, universities, NGOs, UN agencies or donor-funded programmes;
  • Strong research, analytical, training or technical writing skills;
  • Fluency in Arabic and good working proficiency in English;
  • Current residence in Sudan and willingness to travel when required and feasible; and
  • Ability to work independently and deliver quality outputs within agreed timelines.

6. Desirable Experience

Preference will be given to experts with experience in conflict-affected settings, education in emergencies, donor-funded programmes, participatory research, teacher development, curriculum reform, safeguarding, gender equality and disability inclusion.

7. Nature of Engagement

Experts will be engaged on an assignment-by-assignment basis. Assignments may be remote, field-based or hybrid and may range from several days to several months. The location, level of effort, deliverables and professional fees will be agreed separately for each assignment.
