Job Summary:

The Technical Officer for Evidence-Based Public Health Messaging and Community Engagement (EMCE/RCCE) provides technical leadership for risk communication and community engagement systems that support outbreak preparedness, detection, and response under the EpiC Global Health Security (GHS) and Water Sanitation and Hygiene (WASH) project in Mozambique. The position supports local partners and district and provincial health authorities to strengthen systems for communicating effectively with communities before, during, and after public health events.

The role ensures that outbreak prevention, detection, and response efforts are supported by timely and trusted information and by mechanisms that allow communities to provide feedback and participate in response efforts. Community engagement and messaging approaches are integrated across surveillance, laboratory systems, emergency management, and outbreak response activities. Support the revitalization and strengthening of Risk Communication and Community Engagement (RCCE) groups at the provincial level.


Accountabilities:

Technical  Requirements

  • Provides technical support and coordinates implementation of evidence-based public health messaging and community engagement strategies.
  •  Ensure that communication and engagement approaches are integrated into surveillance, laboratory, outbreak response, and emergency management activities within the project.

Community Feedback and Infodemic Management

  • Strengthen systems to detect and respond to misinformation and disinformation related to public health threats.
  • Support use of community insights and monitoring data to refine communication strategies.

 

Program Implementation

  • Provide support for implementation of EMCE/RCCE activities within GHS and WASH project.
  • Contribute to development and monitoring of technical workplans and tracking of key deliverables.
  • Support communication components of outbreak responses, preparedness activities, and simulation exercises.

Community Partnerships

  • Develop scopes of work for community-based organizations supporting community engagement activities.
  • Participate in selection of community partners and subaward recipients.
  • Provide technical oversight and guidance to community partners implementing EMCE/RCCE activities.
  • Monitor the quality and effectiveness of partner-led engagement activities.

Coordination and Reporting

  • Participate in coordination meetings with government counterparts, partners, and project teams.
  • Prepare technical inputs for reports, presentations, and knowledge products.
  • Document lessons learned and best practices related to community engagement and public health messaging.

Business Development

  • Provide technical input to proposal development and technical approaches related to EMCE/RCCE.
  • Participate in technical discussions with partners during proposal development and strategic planning.

Applied Knowledge & Skills:

  • Possess moderate knowledge of concepts, practices and procedures, providing technical support for the implementation of community activities.
  • Development of scope of work and deliverables for partners, consultants, etc.
  • Has sensitivity to cultural differences and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Excellent organizational and analytical skills.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to solve problems and implement corrective action as needed.

Supervision Given/Received:

  • Receives methods and procedures on new projects and assignments.
  • May provide guidance to other lower-level staff.
  • Reports to a Senior Technical Officer - RCCE.

 

Education:  

  • Bachelor's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Health, Nutrition, Research, Technology and Youth or Related Field.

 

Experience:

  • A minimum of 4 years of relevant experience in community engagement programs and projects is required.
  • Previous professional experience in a non-governmental organization (NGO), government agency, or private company.

 

Typical Physical Demands:

  • Typical field environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

 

Technology to be Used:

Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom,Teams, cell phone/mobile technology, and standard office equipment.

 

Travel Requirements:

10% - 25%


The expected hiring salary range for this role is USD 34,000 - 43,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.  For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
