Summary:
Project HOPE is seeking a WASH Technical Advisor to support its emergency response to landslides and flooding in Nepal. The consultant will provide technical guidance and support for the design, implementation, monitoring, and coordination of emergency WASH activities serving affected communities and supporting health delivery points.
The consultant will work closely with Project HOPE's emergency response and program teams, local partners, government authorities, WASH Cluster actors, and other humanitarian organizations. The consultant will provide technical recommendations, monitor progress and water quality, support coordination, and identify and address challenges affecting WASH activities.
Scope of Consultancy
The consultant will provide services in the following areas:
- Provide technical guidance on emergency WASH activities, including water supply, sanitation, hygiene promotion, water trucking, and water quality monitoring.
- Support the design, implementation, and rehabilitation of water systems, as appropriate to the emergency context.
- Monitor WASH activities and provide recommendations and mitigation measures to address implementation challenges.
- Conduct and document water quality testing associated with water trucking, water distribution, and other relevant WASH activities.
- Support the integration of WASH activities with health, gender, protection, nutrition, and other relevant humanitarian sectors.
- Coordinate with government authorities, WASH Cluster actors, UN agencies, NGOs, local implementing partners, and other relevant stakeholders.
- Provide technical input to WASH-related planning, procurement, budgeting, partner activities, monitoring, and reporting.
- Participate in relevant coordination meetings and provide regular technical updates to the Emergency Response Team.
- Support monitoring of WASH-related partner deliverables and identify and flag implementation, performance, or compliance concerns.
- Provide technical input to internal and donor reporting related to WASH activities.
Expected Outputs
During the consultancy period, the consultant is expected to contribute and deliver the following:
- Effective technical oversight and support for implementation of emergency WASH activities in Nepal.
- Regular monitoring of WASH activities, including water trucking, water distribution, water quality testing, and hygiene-related interventions.
- Timely identification of WASH-related challenges, with practical recommendations and mitigation measures provided to the Emergency Response Team.
- Regular technical updates and reporting on WASH activities, progress, challenges, and priorities.
- Effective coordination with government authorities, WASH Cluster actors, humanitarian organizations, local partners, and other relevant stakeholders.
- Support technical input to WASH-related planning, procurement, budgeting, partner activities, and reporting.
- Documentation of water quality testing and other relevant WASH monitoring data.
- Technical recommendations to support quality, accountability, and alignment of WASH activities with applicable humanitarian standards, including Sphere standards.
Detailed deliverables, timelines, and performance expectations will be agreed upon with the consultant and documented as part of the consultancy engagement.
Duration of Assignment: Approximately 1 month
MINIMUM QUALIFICATIONS:
- Bachelor's degree in water and sanitation engineering, civil engineering, or a related WASH technical field.
- At least 5 years of experience designing and implementing emergency WASH programs, preferably in humanitarian, IDP, refugee, or migrant settings.
- Experience with water supply systems, sanitation, hygiene promotion, water quality testing, and WASH activities in or around health facilities.
- Experience working in emergency and early recovery contexts.
- Knowledge of Sphere standards and humanitarian WASH practices.
- Experience coordinating with government authorities, humanitarian organizations, partners, and WASH Cluster actors.
- Experience with WASH monitoring, reporting, proposal development, and/or donor reporting.
- Strong communication and coordination skills.
- Experience working in Nepal or a similar humanitarian emergency context.
- Experience integrating WASH with health, gender, protection, and other humanitarian sectors.
- Experience working with local implementing partners and supporting WASH-related procurement and activity planning.
- Fluency in Nepali and working proficiency in English are required.
The consultancy fee will be determined based on the scope of services, qualifications, and experience of the selected consultant.
