Within the framework of the Syrian Center for Media and Freedom of Expression’s efforts to support transitional justice processes in Syria and enhance their inclusivity and representation, the Center is implementing a project aimed at developing policy recommendations to strengthen the participation of young women and men (aged 18–29) in transitional justice processes and legal reforms, and to ensure that their priorities and needs are integrated into the design and implementation of these processes, including the work of relevant national bodies, particularly the National Commission for Transitional Justice and the National Commission for Missing Persons.

As part of this project, the Center will organize two multi-stakeholder roundtables in Damascus, bringing together young women and men who are legal professionals or interested in legal affairs, as well as young women and men affected by the conflict and representatives of relevant stakeholders, including the National Commission for Transitional Justice, the National Commission for Missing Persons, Bar Associations, civil society organizations, and victims’ groups. The roundtables will provide an opportunity to discuss young people’s priorities and the challenges affecting their participation in transitional justice and legal reform processes, and to formulate practical policy recommendations that reflect their perspectives and priorities. These recommendations will contribute to strengthening their participation in these processes, ensuring that their priorities and needs are integrated into transitional justice processes, and informing the work of relevant national bodies.

Accordingly, the Center announces its intention to contract a service provider (

) to work in coordination with the lead researcher, who will be responsible for developing the methodology, agenda, and discussion themes for the two roundtables, analyzing their outcomes, and preparing the resulting policy papers. The Facilitator will contribute to the implementation of the following tasks:

1. Required Tasks

• Attend and participate in the two roundtables in Damascus (three days each) and contribute their subject-matter expertise to discussions related to transitional justice and youth participation.
• Lead and facilitate one or more sessions during the two roundtables, in accordance with the activity agenda and the Facilitator’s area of expertise, and in coordination with the Center’s team and the lead researcher.
• Enrich the discussions by providing relevant expert input and substantive contributions, and by engaging in dialogue with young women and men and representatives of the participating entities and institutions.
• Support the active participation of young women and men and encourage interaction and dialogue between them and the various stakeholders participating in the roundtables.
• Assist in following up on and documenting discussions throughout the different sessions of the two roundtables, and collect participants’ contributions, feedback, priorities, and recommendations.
• Contribute to identifying and analyzing the key findings, priorities, and recommendations emerging from the overall proceedings of the two roundtables, in support of the preparation of the final outputs and policy papers.

2. Required Qualifications

• Minimum of three years of experience in transitional justice, legal reform, or relevant public policy.
• Good knowledge of transitional justice concepts and processes, with specialized experience or knowledge in one or more relevant thematic areas.
• Experience working with youth and promoting their participation in dialogues, consultations, or participatory activities, preferably in the fields of transitional justice or human rights.
• Experience in facilitating or co-facilitating dialogue sessions, consultations, and roundtables, preferably those bringing together participants from diverse backgrounds and stakeholder groups.
• Ability to manage discussions, encourage balanced participation, and synthesize and document contributions, feedback, priorities, and recommendations emerging from the discussions.
• Good knowledge of the Syrian context and developments related to transitional justice, as well as relevant national actors and institutions.
• Strong communication and interpersonal skills, with the ability to work effectively with participants from diverse backgrounds and experiences.
• Proficiency in Arabic, both written and spoken.
• Residence in Syria or the ability to be present in Damascus during the implementation period.

5. Implementation Period: Second half of September 2026 (tentative and subject to change), for the implementation of two roundtables, each lasting three days.

6. Evaluation Criteria

• The applicant’s experience and relevance to the required tasks, including subject-matter expertise in transitional justice and legal reforms, experience in participating in or facilitating multi-stakeholder dialogues, and the ability to synthesize and organize contributions, feedback, and recommendations – 70%.
• Financial proposal – 30%.

في إطار جهود المركز السوري للإعلام وحرية التعبير لدعم مسارات العدالة الانتقالية في سوريا وتعزيز شمولها وتمثيلها، ينفذ المركز مشروعاً يهدف إلى تطوير توصيات سياسات تعزز مشاركة الشباب والشابات (18–29 عاماً) في عمليات العدالة الانتقالية والإصلاحات القانونية، وتكفل إدماج أولوياتهم واحتياجاتهم في تصميم هذه العمليات وتنفيذها، بما في ذلك أعمال الهيئات الوطنية المعنية، ولا سيما الهيئة الوطنية للعدالة الانتقالية والهيئة الوطنية للمفقودين.

وفي هذا الإطار، سينظم المركز طاولتين مستديرتين متعددتي أصحاب المصلحة في مدينة دمشق، تجمعان شباباً وشابات من القانونيين/ات والمهتمين/ات بالشأن القانوني، إلى جانب شباب وشابات متأثرين/ات بالنزاع وممثلين/ات عن أصحاب المصلحة، بما في ذلك الهيئة الوطنية للعدالة الانتقالية والهيئة الوطنية للمفقودين ونقابات المحامين، ومنظمات المجتمع المدني ومجموعات الضحايا بهدف مناقشة أولويات الشباب والشابات وتحديات مشاركتهم في مساري العدالة الانتقالية والإصلاحات القانونية وصياغة توصيات سياسات عملية تعكس رؤاهم وأولوياتهم، بما يسهم في تعزيز مشاركتهم في هذه المسارات، وضمان إدماج أولوياتهم واحتياجاتهم في عمليات العدالة الانتقالية، والاستفادة من هذه التوصيات في أعمال الهيئات الوطنية المعنية.

وبناء عليه، يعلن المركز عن رغبته في التعاقد مع مزود/ة خدمات (خبير/ة) للعمل بالتنسيق مع الباحث الرئيسي، الذي يتولى إعداد منهجية وأجندة ومحاور النقاش للطاولتين المستديرتين وتحليل مخرجاتهما وإعداد أوراق السياسات الناتجة عنهما، وذلك للمساهمة في تنفيذ المهام التالية:

1. المهام المطلوبة

• الحضور والمشاركة في أعمال الطاولتين المستديرتين (كل طاولة ثلاثة أيام) في مدينة دمشق والمساهمة بخبرته/ها الموضوعية في النقاشات المتعلقة بالعدالة الانتقالية ومشاركة الشباب والشابات.
• إدارة وتيسير جلسة واحدة أو أكثر خلال الطاولتين المستديرتين، وفقاً لبرنامج النشاط ومجال خبرة الخبير/ة، وبالتنسيق مع فريق المركز والباحث الرئيسي.
• المساهمة في إثراء النقاشات من خلال تقديم الخبرة والمدخلات الموضوعية ذات الصلة والمشاركة في النقاش مع الشباب والشابات وممثلي الجهات والمؤسسات المشاركة.
• دعم المشاركة الفاعلة للشباب والشابات وتشجيع التفاعل والحوار بينهم وبين مختلف أصحاب المصلحة المشاركين في الطاولتين.
• المساعدة في متابعة وتوثيق النقاشات خلال مختلف جلسات الطاولتين المستديرتين وجمع المداخلات والتغذية الراجعة والأولويات والتوصيات التي يطرحها المشاركون/ات.
• المساهمة في استخلاص وتحليل أبرز النتائج والأولويات والتوصيات الناشئة عن مجمل أعمال الطاولتين المستديرتين، بما يدعم إعداد المخرجات النهائية وأوراق السياسات.

1. المؤهلات المطلوبة

• خبرة لا تقل عن ثلاث سنوات في مجال العدالة الانتقالية أو الإصلاح القانوني أو السياسات العامة ذات الصلة.
• خبرة معرفة جيدة بمفاهيم ومسارات العدالة الانتقالية وخبرة أو معرفة متخصصة في واحد أو أكثر من موضوعاتها ذات الصلة.
• خبرة في العمل مع الشباب وتعزيز مشاركتهم في الحوارات أو المشاورات أو الأنشطة التشاركية ويفضل في مجالات العدالة الانتقالية أو حقوق الإنسان.
• خبرة في تيسير أو المساهمة في تيسير جلسات الحوار والمشاورات والطاولات المستديرة، ويفضل تلك التي تجمع مشاركين/ات من خلفيات وأصحاب مصلحة مختلفين.
• القدرة على إدارة النقاشات وتشجيع المشاركة المتوازنة واستخلاص وتوثيق المداخلات والتغذية الراجعة والأولويات والتوصيات الناتجة عنها.
• إلمام جيد بالسياق السوري والتطورات المتعلقة بالعدالة الانتقالية والجهات الفاعلة والمؤسسات الوطنية ذات الصلة.
• مهارات جيدة في التواصل والعمل مع مشاركين/ات من خلفيات وتجارب متنوعة.
• إتقان اللغة العربية كتابةً وتحدثاً.
• الإقامة في سوريا أو القدرة على التواجد في دمشق خلال فترة تنفيذ النشاط.

• إثبات خبرة من مشاريع مماثلة (شهادات، تقارير، أمثلة عمل).

2. تاريخ العمل: النصف الثاني من أيلول/سبتمبر 2026 (موعد أولي قابل للتعديل)، لتنفيذ حلقتي نقاش مدة كل منهما 3 أيام.
3. معيار التقييم

• خبرة المتقدم/ة ومدى ملاءمتها للمهام المطلوبة، بما في ذلك الخبرة الموضوعية في العدالة الانتقالية والإصلاحات القانونية والمشاركة في أو تيسير الحوارات متعددة أصحاب المصلحة والقدرة على استخلاص وتنظيم المداخلات والتغذية الراجعة والتوصيات (70%).
• العرض المالي (30%).
