Organizational Setting and Reporting Relationship

The position of Finance and Administration Officer is assigned to the Federates States of Micronesia (FSM) Pacific Country Office (PCO) within the Pacific Department (PARD). You will be based at the FSM PCO, with frequent visits to the Palau PCO and the Republic of the Marshall Islands (RMI) PCO.

 

You will report to the Advisor, North Pacific, PAOD and oversee junior team members at the FSM, the RMI, and Palau PCOs.

 

Your Role

As Finance and Administration Officer, you will manage the FSM, the RMI, and Palau PCOs' finance, administration, human resources (HR), procurement, and security functions, with support of the national and administrative staff of these PCOs. You will ensure efficient daily operations, compliance with ADB policies coordination with internal and external partners, while providing leadership to staff and safeguarding the FSM, the RMI, and Palau PCOs' assets.

 

You will:

1. Financial Management & Risk Control

  • Lead financial operations, including annual and midterm budgeting, payments, imprest funds, and expense monitoring, and periodic financial reporting
  • Ensure compliance with ADB systems (FMAS) and internal financial controls to mitigate risk.
  • Review transactions for accuracy and coordinate with Controllers Department and auditors to support financial oversight.
  • Support opening of individual bank accounts in commercial banks and in the system, ensuring the smooth payment of payroll and non-payroll entitlements for staff.

2. Administration & Operations

  • Oversee the upkeep and maintenance of office premises, vehicles, equipment, and communication systems.
  • Manage administrative and financial records, contracts for services, and work orders.
  • Guide administrative staff to ensure efficient daily operations following ADB policies.

3. HR & Team Leadership

  • Maintain personnel records and provide HR support in recruitment, onboarding, training, relocation, and staff settlement.
  • Contribute to recruitment processes by drafting job descriptions, screening criteria, and assisting in application reviews.
  • Manage junior finance and administrative staff to ensure compliance, accountability, and professional growth.
  • Administer procurement of goods and services in compliance with ADB requirements.
  • Oversee contracts with security, maintenance, service providers, and office supply vendors.
  • Support engagement of contractors and outsourced services.
  • Build working relationships with ADB departments, government agencies, external financial institutions, and other international organizations.
  • Collaborate with government officials on taxes, duties, facilities, and official privileges and immunities.
  • Coordinate with Corporate Services and the UN Security bodies to ensure staff security; and serve as Alternate Security Focal Point for the FSM PCO

  • At least 8 years of relevant experience in financial accounting, institutional procurement, general office administration, and personnel management, preferably gained in multilateral development banks or similar international organizations.
  • Hands-on experience using digital tools and systems to support administrative, financial, and operational processes, including data management and reporting (e.g., Word, Excel, PowerPoint, and SharePoint).
  • Knowledge of local government administrative systems, institutions, and procedures.
  • Demonstrated experience building and maintaining working relationships with partners in a multicultural environment and working collaboratively as a constructive team member.
  • Proven experience in improving processes, driving innovation, and adapting to changing organizational needs.
  • Proven experience in preparing clear written outputs (e.g., emails, memos, reports, briefing notes), and coordinating with internal and external stakeholders in a professional work setting.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.


This vacancy is a regional staff position with local remuneration package. It is open to nationals and permanent residents residing in the duty station, the Federated States of Micronesia, and ADB member countries in the Pacific region such as Australia, the Cook Islands, Fiji Islands, Kiribati, Papua New Guinea, the Republic of the Marshall Islands, Nauru, Niue,  New Zealand, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
