1. Purpose of consultancy
The purpose of this consultancy is to strengthen the national capacities to integrate health consideration across public policies strengthening multisectoral action for health through the Health in All Policies (HiAP) approach and the Health Impact Assessment (HIA) process.
2. Background
HiAP is a whole-of-government approach that systematically considers the health implications of decisions across sectors to improve population health and equity. The HIA process provides the practical mechanism for assessing and anticipating the potential health effects of proposed policies, plans, and projects.
To operationalize these principles, WHO Jordan is establishing a Training of Trainers (ToT) program to build a pool of national experts capable of cascading HiAP and HIA training within the Ministry of Health (MoH) and other relevant sectors, and of undertaking impact assessments relevant to their sectors. The program design and delivery are based on WHO's "Health in All Policies – Training Manual" (2015), complemented by selected international HIA guides and adapted to the Jordanian context.
This Terms of Reference is one of two (2) parallel, near-identical consultancies. Based on WHO Health in All Policies Training Slides, the selected consultants will form a single team of trainers, working jointly and interchangeably across curriculum design, hybrid training delivery, and evaluation/roadmap development, so as to ensure continuity of theoretical, methodological and pedagogical expertise throughout the program.
Overall Project Objective:
Design and deliver, as part of a team of three trainers, a training program to establish a pool of national experts surrounding HiAPs and HIA.
Specific Objective:
1. Design a modular training curriculum that aligns with WHO Health in All Policies approach with inputs from global HIA practices.
2. Deliver a hybrid training program to national participants from health and non-health sectors.
3. Develop a roadmap for institutionalizing HiAPs and HIA capacity in Jordan.
3. Work to be performed
Output 1: Develop a modular HiAP/HIA training curriculum (approximately five modules) aligned with WHO’s Health in All Policies: Training Manual (2015) with inputs from selected HIA guides globally and adapted to the Jordanian context including relevant case studies and examples.
Deliverable 1.1: A training kit that with five distinct modules (Health, Determinants of Health, Health Promotion and Health Inequalities, Foundations of Health in All Policies (HiAP), Introduction to Health Impact Assessment (HIA), Implementing Health Impact Assessment (HIA) (Learning by Doing), and Pedagogical Principles and Quality of Learning).
Deliverable: 1.2: Comprehensive training materials (presentations, exercises, facilitator notes, evaluation tools).
Output 2: Deliver Training of Trainers (ToT) program to national participants from health and non-health sectors incorporating hybrid (online and in-person) format. The entity facilitate theoretical and practical sessions with interactive group work and HIA application exercises and provide certification of completion to participants who meet all course requirements. The training will cover:
· The conceptual, methodological and political foundations of Health in All Policies (mix of synchronous sessions and asynchronous learning).
· Health Impact Assessment (HIA) as an important tool to implement Health in All Policies in practice (mix of synchronous sessions and asynchronous learning).
· Preparation to deliver and disseminate the HIA process as part of training initiatives aimed at professionals in health and non-health sectors.
· Hands-on, face-to-face HIA training delivery in Jordan, including a real local project example.
Deliverable 2.1: Final report of the training including the evaluation of the training
Deliverable 2.2: A roadmap for institutionalizing HiAP and HIA capacity in Jordan.
4. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range, certificate in Public Health, health-related disciplines or any other relevant areas.
Experience Required:
Essential:
· Minimum 5 years of experience in health impact assessments and health in all policies.
· Experience with digital learning platforms and tools for online training delivery.
Desirable:
· Experience working with UN agencies, WHO, or other international health organizations.
· Experience co-delivering training as part of a multi-trainer team.
· Experience developing institutionalization or scale-up roadmaps for public health programs.
Skills/Technical skills and knowledge:
· Well-established training and coaching skills in Health in All Policies (HiAP) and Health Impact Assessment (HIA) training and research.
· Demonstrated capacity in training of trainers (ToT) and adult learning methodologies
· Previous experience of multisectoral work for health
· Excellent report-writing and presentation skills.
· Ability to work collaboratively as part of a three-person training team, and under pressure in complex technical and cultural environments.
Languages and level required:
Expert level in English.
5. Location
Amman, Jordan (On-site).
Training workshops will be hybrid; the development will be done remotely while the delivery will be combining online sessions with face-to-face trainings in Amman.
6. Planned timelines (Subject to confirmation)

Start date: 3 January 2027
End date: 30 June 2027
7. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8. Travel
The Consultant is expected to travel according to the itinerary and estimated schedule below:

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
