International Individual Consultant for National Introduction Plan for Implanon NXT

Hiring Office:

Purpose of consultancy:

The IC will provide technical assistance to:

To provide technical expertise to support the Ministry of Health and UNFPA in the introduction of Implanon NXT through adaptation of national training materials, delivery of a competency-based Training of Trainers, clinical mentoring, and technical support during the initial pilot implementation.

Scope of work:

The International Technical Expert will assist

1: Technical Preparation (5 days - Remote)

• Review existing FP training package on LARCS especially Implant with one (1) rod
• Develop training agenda, monitoring tools, adverse event reporting forms, and clinical competency checklists for the national introduction of Implanon NXT.
• Technical meeting online with UNFPA and partners (MoH, training institution) prior to the ToT 

2: Support the National Stakeholder Consultation (1 day - In country)

• Provide technical inputs during the stakeholder consultation workshop.
• Present international experiences and best practices for introducing Implanon NXT.
• Support validation of the National Introduction and Scale-up Plan.
• Advise on implementation priorities, quality assurance mechanisms, and clinical governance.
• Submit the national consultation workshop report

3: Deliver the Training of Trainers (5 Days - In country)

• Lead the technical components of the five-day Training of Trainers.
• Deliver sessions on:
  • Implanon NXT characteristics and indications
  • Client counselling and informed choice
  • Infection prevention and control
  • Clinical eligibility assessment
  • Implant insertion and removal techniques
  • Management of difficult removals
  • Prevention and management of adverse events
  • Documentation and reporting
  • Commodity management
  • Adult learning principles and facilitation skills
• Conduct demonstrations using anatomical models and supervise hands-on clinical practice.
• Assess participant competency using standardized assessment tools.
• Mentor national trainers to ensure they are competent to independently conduct future trainings.
• Provide daily feedback and recommendations to participants and organizers.

4: Support Initial Pilot Introduction (3 Days - In country)

• Provide technical oversight during the initial implementation at three government facilities in Dili.
• Observe counselling, insertion, and removal procedures performed by trained providers.
• Coach providers to improve clinical performance.
• Monitor adherence to national clinical guidelines and quality standards.
• Review documentation and adverse event reporting.
• Participate in supportive supervision visits and debriefing sessions.
• Smooth transition to the national trainers

5: Reporting (3 Days - In country)

• Prepare a ToT report summarizing the training conducted, participant performance, and recommendations.
• Prepare a technical report on the pilot implementation, including lessons learned.
• Develop a national scale-up plan.
• Contribute technical inputs to the Final Introduction and Scale-up Report.

Combination of home-based work and in-country mission (Dili and selected municipalities)

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The deliverables will be delivered in Electronic copy to UNFPA. Payment for each deliverable will be processed upon written acceptance by the UNFPA Country Office, verified against the specific contributions.

Supervisory arrangements: 

The consultant will report to the UNFPA Representative and work closely with:

• Supply Chain Management (SCM) officer
• RH Analyst 
• Head of MCH Department and FP Program Ministry of Health 
• FP Program MoH
• INSPTL

Technical oversight will be provided by the UNFPA Country Office and the Regional Office (APRO)

Expected travel:

The consultant is expected to undertake missions to Timor-Leste for 12 days excluding travel days (details to be confirmed), including:

• Stakeholder consultation workshop
• ToT
• Pilot introduction

Required expertise, qualifications and competencies, including language requirements:

Minimum educational qualifications and working experience:

The consultant should have the following qualifications and experience:

• Advanced degree in Medicine, Obstetrics and Gynaecology, Midwifery, Public Health, Reproductive Health, or a related field.
• Minimum 5 years of relevant experience 
• Demonstrated expertise in contraceptive implant services, including Implanon NXT insertion and removal.
• Proven experience in facilitation, and report writing skills
• Experience working with UN agencies, Ministries of Health, or international development partners is a benefit. 

Inputs / services to be provided by UNFPA or implementing partner (e.g., support services, office space, equipment), if applicable:

UNFPA will provide:

• Logistical support for in-country missions 
• Access to relevant documents and stakeholders 
• Office space and transport for field visits
