Programme and Supply Chain Coordinator

The United Nations Development Programme (UNDP) is the UN’s global development network, operating in over 170 countries. In Sudan, UNDP serves as the interim PR for Global Fund HIV, TB, and C19RM grants and supports malaria programmes. Since April 2023, the conflict has significantly disrupted health systems, particularly in Darfur and Kordofan, now considered hard-to-reach areas. These hard-to-reach areas face insecurity, damaged infrastructure, displacement, limited access, and disrupted service delivery. To strengthen oversight in Darfur, UNDP is establishing field presence and recruiting a Programme and Supply Chain Coordinator based in El-Geneina, West Darfur. The role will provide regional oversight across all Darfur states, ensuring effective coordination, implementation, monitoring, and delivery of TB, HIV, and malaria programmes.

Working under the direct supervision of the Procurement and Supply Chain Specialist and secondary reporting to the UNDP Programme and M&E Team Lead, the Programme and Supply Chain Coordinator for Darfur Region will be responsible for the following:

1. Ensure effective TB, HIV and Malaria programme coordination, planning, alignment, and operational oversight across all Darfur states
a. Participate in state-level coordination platforms, technical working groups, and partner forums, and support periodic mapping of TB, HIV, and malaria service delivery points and health facilities across Darfur.
b. Organize and facilitate quarterly and bi-annual programme review meetings with key stakeholders to assess programme performance, supply chain status, and operational challenges.
c. Conduct regular field supervision visits to states, localities, and health facilities to monitor implementation, assess service quality, and document functional facilities in line with national standards.
d. Ensure effective coordination and communication between state-level implementation and national disease programmes to align with national strategies and policies.
e. Monitor performance of implementing partners and service providers to ensure compliance with agreed standards and deliverables.
f. Assess security conditions and advise UNDP on implications for programme delivery and mitigation measures.
g. Map NGOs, CSOs, and CBOs operating in Darfur and explore potential collaboration opportunities.

2. Ensure effective TB, HIV and Malaria programme monitoring, evaluation, reporting, and continuous improvement
a. Ensure availability and distribution of standardized programme recording and reporting (R&R) tools across all supported facilities.
b. Organize and support training for health staff and partners on case management, data collection, and reporting requirements.
c. Facilitate data validation and review meetings and support integration of data into electronic systems such as DHIS2 and LMIS.
d. Implement data quality assurance mechanisms, including periodic Data Quality Assessments (DQAs), and escalate data-related issues for corrective actions.

3. Ensure effective coordination, planning, and operational oversight of supply chain management across Darfur
a. Provide state-level leadership for end-to-end supply chain management to ensure uninterrupted availability of TB, HIV, and malaria commodities, with proper use of R&R tools.
b. Coordinate supply chain planning, linking programme needs, quantification, and distribution plans across the region.
c. Oversee in-land and cross-border logistics to ensure timely delivery and adequate storage of commodities at state warehouses.
d. Coordinate last-mile distribution to health facilities and ensure documentation, including Proof of Delivery (POD), is properly filed.
e. Organize quarterly state-level logistics coordination meetings with NMSF and other relevant stakeholders.
f. Collaborate with NMSF, FMoH, and partners to strengthen supply chain systems and align with national policies.

4. Ensure effective monitoring, evaluation, and reporting of supply chain performance
a. Ensure timely submission of monthly LMIS and consumption reports from health facilities and warehouses and ensure integration of facility reporting into DHIS2 and NMSF eLMIS systems.
b. Conduct quarterly supply chain supervisory visits and spot checks to assess compliance and identify gaps.
c. Maintain updated mapping of functional and non-functional facilities and their service and supply chain status.
d. Identify and escalate supply chain risks such as delays, losses, or diversion, and recommend corrective actions.
