The objectives are:

The primary objective of this assignment is to synthesize diverse country-level documentation into a structured, analytical global learning report that captures:

1. The Rollout Process & Feedback: How the guidelines were introduced, methodology of sensitization workshops, uptake by country offices and partners, and feedback collected from participants.
2. Topline Initial Findings & Recommendations: Key insights, operational challenges, adaptations made, and forward-looking recommendations distilled from individual country reports.
3. Federation & Sector Learning: Actionable guidance for the federation, and the wider humanitarian/development sector on operationalizing gender-transformative conflict sensitivity in protracted and complex crises.

The deliverables are:

• Annotated Outline & Analytical Matrix: Structural outline mapping out the three core sections and cross-country thematic clusters (within 5 working days of start).
• First Draft Report: Complete draft of the Global Learning Report, including Executive Summary and synthesis tables.
• Final Report: finalizing the draft report after receiving all technical feedback from the designated focal point.
